Smart Cards
Smart Cards that offer discounted parking can be purchased online or from Parking and Concessionary Travel at City Offices, Colebrook Street, Winchester.
The cards can be purchased and encoded with any value between £25 and £150. Whatever sum is pre-paid by you will be credited to the card. When the card is used to pay for parking a discount will be applied, deducting the sum of £2.50 from the Smart Card instead of the standard £2.70 daily charge.
The card may be 'topped-up' with credit at anytime by bringing it to Parking and Concessionary Travel counter. The balance of credit on the card may not exceed £150.
There are two ways to apply for a new Smart Card.
Apply Online (for new cards only)
Simply complete the online form using the link below to apply for a new Smart Card (top-ups to existing cards must be done in person at the Parking Office). Payment can be made either by debit card or credit card.

Alternatively, visit the Parking and Concessionary Travel counter at the City Offices and one can be issued to you whilst you wait. Payment may be made by cash, cheque, postal orders or by credit/debit card.
Loss or Theft of Card
Any lost or stolen card must be reported to Parking and Concessionary Travel as soon as the loss becomes known so that a stop can be put on the card to prevent any unauthorised use. A duplicate for a lost card will be issued at the discretion of the City Council and in the case of a stolen card, any application for replacement would require the production of the appropriate Police Crime Reference number.
