Gambling Act 2005
Under the Gambling Act 2005, the City Council will become the Licensing Authority for gambling premises. The Council is required under the Act to prepare and publish a Statement of Principles, prior to 3 January 2007. Applications will then be processed after 31 January 2007, prior to the full implementation of the Act which is expected by September 2007.
The Statement of Principles sets out the Council's approach to applications under the new system, and what information it expects applicants to provide with their applications. The Statement of Principles was adopted by the Council on 1 November 2006, and remains in force until 31 January 2010.
The City Council wishes to ensure that the Winchester District continues to be a prosperous and attractive place in which to live or work, or to visit. The Gambling Statement of Principles, and the administration of licensing under the Gambling Act, will play a key role in ensuring that an appropriate balance is drawn between the interests of those people wishing to provide and enjoy licensable activities, and those who might be affected by such provision and enjoyment. The Council will continue to work with the Police, Licensees, and other partners, to achieve this objective.
The Gambling Statement of Principles is one of a number of strategies which form part of a co-ordinated approach to dealing with the community safety and crime and disorder issues which may arise. The Council is working with other partners to ensure that these strategies are properly integrated.
