Film
Film entertains, educates, enlightens and inspires us. It also creates a record of our culture and influences its development. The activities involved in making 'moving pictures' includes creating a story or identifying a subject, producing this idea as a series of scenes and images which are then recorded on film, usually for distribution or screening to a wider audience. A film can record actual people or places, or can use animations such as cartoons, or special effects using drawings or models, and sometimes a combination of all of these. Winchester District is home to many film makers and enthusiasts, including students and graduates of the University of Winchester and Winchester School of Art, which offer courses in film studies and film-making.

ARTIST VIDEO COMMISSION
Local authorities in Hampshire and Arts Council England, South East, have created a Joint Investment Fund to develop projects in the area. One of these is a Film Development initiative which aims to increase young people's access to and experience of film making.
