Houses in Multiple Occupation


Houses in Multiple Occupancy means homes with two or more unrelated households

There are two types of HMO as follows:

Licensable HMO (mandatory licence required to operate)
"A house of 3 storeys or more (including basements and / or attics), occupied by 5 or more persons that compromise more than one household." The licence holder must be deemed to be a fit and proper person to manage or control a licenced HMO.

Mandatory licencing will be introduced in April 2006 and it is the responsibility of landlords or persons in control of a licencable HMO to apply to the Council for a licence. The Private Sector Housing Team is available to provide advice and further information on the application process and on the standards required to obtain a licence.

Non-licenced HMO
"A house, or part of a house (eg. a flat), occupied by more than one household and where there is sharing of, or lack of, amenities such as bathroom and food preparation / cooking facilities"

Safety Inspection - homes in multiple occupation

The Council has a proactive inspection programme of HMOs. If conditions in the properties inspected are not up to standard, the landlord or owner is required to improve them
