Silver Hill
Silver Hill is the area of Winchester immediately adjacent to the bus station and Friarsgate car park. It is an area which needs regeneration and improvement to match the quality of the rest of the town. The Council has granted planning permission for the redevelopment of the area, including new shops, flats, a new bus station and public spaces. The scheme is based on the reconstruction of the street pattern which has been lost due to piecemeal development over the years.
The original developer of the scheme, Thornfield Properties, is now owned by Henderson Global Investors which has the funds necessary to acquire interests on the site and finance the construction. The Council and Henderson have a development agreement which defines the requirements for the scheme.
A compulsory purchase order will need to be obtained to ensure that all the land needed for comprehensive redevelopment is controlled by the council. This requires a lengthy legal process which is expected to take until the end of 2012. If the order is obtained then construction could start in 2013.
