Winchester District Local Plan (Adopted 2006)


The development plan forms the basis for decisions on land use planning affecting the area and was adopted on 7th july 2006.

The Winchester District Local Plan Review has been prepared by Winchester City Council, together with Hampshire County Council as Highway Authority, in accordance with the Town and Country Planning Act 1990 (as amended).

The Plan was placed on deposit in draft in October 2001 and a revised version was published in May 2003, having been certified by Hampshire County Council as being in general conformity with the Hampshire County Structure Plan 1996 - 2011 (Review).

Objections to the Plan were considered at a Public Local Inquiry held between June 2004 and March 2005. The Inspectors' Report was published in September 2005 and Proposed Modifications to the Plan were produced in January 2006.

Saved Policies
With the introduction of the Local Development Framework (LDF) system in 2004 local plan policies were automatically saved for a 3 year period from adoption of the local plan.

This period however, expires on 7th July 2009, but with the LDF still in preparation it is necessary to 'save' the local plan policies so that they can be used in making planning decisions. To view details of the saved policies click here

The Winchester District Local Plan Review supersedes the Winchester District Local Plan 1998.

Copies of the adopted Plan are available for inspection at Winchester City Council and at local libraries. Copies are available to purchase (priced £50).
