Local Plan Part 1 - Joint Core Strategy
The Winchester District Core Strategy has recently been renamed as Winchester District Local Plan Part 1 - Joint Core Strategy, to reflect the changes in Government policy and the emphasis on localism and local plans, and given the fact that it is produced jointly with the South Downs National Park Authority.

The Local Plan Part 1 - Joint Core Strategy (Joint Core Strategy) will be the long term strategic plan for development within Winchester District. It is the part of the Local Development Framework that sets out the strategic vision and objectives and the key policies needed to achieve sustainable development in Winchester District to 2031. It also identifies the amount of development and broad locations for change, growth and protection, including allocating strategic sites.
The Joint Core Strategy does not allocate smaller sites or set development management policies as these will be agreed through the Development Management and Allocations Document which will follow the Joint Core Strategy.

The Joint Core Strategy covers Winchester District including the area that now lies in the South Downs National Park and will be adopted both by Winchester City Council and by the South Downs National Park Authority. The area covered by the South Downs National Park will have its own LDF in due course, which will then supersede the part of this Plan covering the National Park.

Winchester City Council is currently consulting on the Pre-submission version of the Joint Core Strategy. To get to this stage of the Core Strategy, a considerable amount of work and consultation has been carried out. This includes the following consultation stages:-

4. Blueprint
5. Plans4Places
Once the consultation on the Pre-submission version has closed, the Joint Core Strategy, supporting documents, Sustainability Appraisal and the key issues raised through the consultation and how they have been addressed in the DPD will be submitted to the Secretary of State (this is called the 'Submission' stage). It will then be examined by a Planning Inspector who will consider whether it complies with legal requirements and is 'sound'.
