Houses in Multiple Occupancy means homes with two or more unrelated households
There are two types of HMO as follows:
Licensable HMO (mandatory licence required to operate)
"A house of 3 storeys or more (including basements and / or attics), occupied by 5 or more persons that compromise more than one household." The licence holder must be deemed to be a fit and proper person to manage or control a licenced HMO.
Mandatory licencing will be introduced in April 2006 and it is the responsibility of landlords or persons in control of a licencable HMO to apply to the Council for a licence. The Private Sector Housing Team is available to provide advice and further information on the application process and on the standards required to obtain a licence.
Non-licenced HMO
"A house, or part of a house (eg. a flat), occupied by more than one household and where there is sharing of, or lack of, amenities such as bathroom and food preparation / cooking facilities"

The Landlord’s Energy Saving Allowance (LESA) is a tax allowance which lets landlords claim on their income or corporation tax return against the cost of buying and installing certain energy saving items. Tax relief is for a maximum of £1,500 per property.

Houses in Multiple Occupation Facts
From April 2006 it has been a mandatory requirement under Part 2 of the Housing Act 2004 for the owners of houses in multiple occupation of 3 or more storeys and occupied by 5 or more people, forming more than one household, to license such properties with the council.

The City Council are considering adopting additional powers to licence these premises. The purpose of this consultation is to seek your views about this proposal.
