Replacement Refuse and Recyling Bins


When the Council introduced the wheeled bin system, bins were provided free to all householders. Subsequently it became necessary to introduce a charge for both new and replacement bins. The charge is the same, regardless of the reason for a bin being required, and is subsidised by the Council, making the price of a new wheeled bin roughly equivalent to the price one would have to pay for a good quality standard dustbin purchased from a local hardware shop or DIY store.

Refuse Bins

New or replacement bins can be obtained from SERCO, the Council's contractor. The current charge including delivery is £18.45 please call 01962 828 402 to place a order. Cheques should be made payable to Serco.
There are two sizes available 120 Litre or 240 Litre.

Bins are provided free of charge to householders in difficult financial circumstances (i.e. families in receipt of Income Support, Housing Benefit, etc). Enquiries can be made in confidence by calling 0800 008 60 50.

Subject to normal wear and tear, wheeled bins are guaranteed for five years and typically have a life expectancy anywhere between eight and fifteen years. Many in the area of the original trial scheme have been in regular use now for over twelve years and are still giving good service despite the fairly tough handling they receive.

Refuse properly contained in plastic sacks is collected from new properties for a maximum of three weeks after residents have moved in to allow them time to purchase a bin. After this period the Council will only collect household refuse contained in wheeled bins.

If moving, it is advisable to check if there is a bin at the property to which you are moving, if it is rented or a new property, the landlord/developer may provide one.

The Environmental Protection Act 1990 allows Councils to decide the type of system to be used for the collection of refuse. Winchester City Council require householders use wheeled bins.
