Local Reserve Sites SPD and the Assessment of the Need for Local Reserve Sites


What are Local Reserve Sites?

The Winchester District Local Plan Review 2006 includes a policy allocating four sites as 'Local Reserve Sites'. They are:

  • Pitt Manor, Winchester
  • Worthy Road/Francis Gardens, Winchester
  • Little Frenchies Field, Denmead
  • Spring Gardens, New Alresford

Winchester City Council had to show that it could provide enough houses to meet the requirements in the Local Plan and to demonstrate an adequate supply of housing land for the next five years.

If the Council couldn't show that enough housing was available, then some or all of the Local Reserve Sites would have to be released. The site(s) to be released depended on the shortfall in housing numbers.

Will these sites be developed?

All of the Local Reserve Sites have now been granted planning permission on appeal. The appeal for Pitt Manor is in progress. Information on the status of the sites is set out below.

  • Pitt Manor, Winchester

Planning application refused on 9th August 2010 - granted planning permission on appeal on 23 Jan 2012.

  • Worthy Road/Francis Gardens, Winchester

Planning application refused on 5 Jun 2009 - granted planning permission on appeal on 20 Jan 2010.

  • Little Frenchies Field, Denmead

Planning application refused on 15 May 2009 - granted planning permission on appeal on 24 May 2010.

  • Spring Gardens, New Alresford

Planning application not determined. Granted planning permission on appeal on 16 Feb 2011.

The Supplementary Planning Document on the Implementation of Local (Housing) Reserve Sites Policy H2 and the assessments on the need to release Local Reserve Sites for 2007 and 2009 can be downloaded below.

You can also download a copy of the Sustainability Appraisal scoping report for the two SPDs: 'Implementation of Infilling Policy' and 'Implementation of Local (Housing) Reserve Sites Policy' . The report outlines the criteria on which the draft SPDs were assessed. The two SPDs were subsequently adopted by Winchester City Council in July 2006.
