Local Development Scheme
The Local Development Scheme (LDS) sets out the Council's programme for the production of documents that will form part of Winchester District's Local Development Framework (LDF).
Changes to the planning system since July 2010 and the impact on the Local Development Scheme
The Localism Bill published by the Government in 2010, includes the revocation of Regional Strategies (RS) which for Winchester District was the South East Plan. There has been much debate during 2010 and 2011 on the status of the RS given this intention, but for the time being any Development Plan Documents produced must be in general compliance with it.
The Council's Cabinet (LDF) Committee has considered the changes to the planning system and agreed the new approach to preparing the LDF which will involve a new timetable for the Core Strategy (see report CAB2178LDF). The proposed revised LDS was sent to the Department for Communities and Local Government who did not raise any objections and was approved by Members at Cabinet on 6 July 2011.
