Watch out for the launch of Blueprint!

The purpose of Blueprint is to allow people to think about what type of place they want to live in not only now but in the future looking 20 years or so ahead. This is in line with the concept of ‘localism’ being promoted by the new coalition Government.

The Government has changed the system by which local councils draw up their long term planning documents. They are still called ‘local development frameworks’ but instead of starting with national targets and requirements, they now start with local views about the nature and timing of development. It is still the Council’s job to take all these views and to produce a set of policies which are sensible given the issues we face.

Whilst we can be pleased to have local responsibility, it’s also a major challenge. Looking ahead ten or even twenty years what kind of places do we want to live in? How do we allow them to change? What matters most as we look into the future at the social and economic issues that affect us?

It’s a task we need to take very seriously and with an open mind. It cannot be right only to think about our own immediate interests or views. We have to think ahead and question the assumptions we might normally make.  Because if we don’t get our planning right, the consequences may not only damage us but they may damage the communities we thought we were protecting.

The City Council has to produce its new plan next year because all of its old planning policies are getting out of date. We’ve called the process ‘Blueprint’ because the plan is just that - the instructions and guidance that will shape what our communities will look like in the future.

The City Council is committed to involving all of its communities in shaping their own future. Parish Councils large or small can participate as can any other local group such as the WI, church’s, youth groups, schools, local businesses etc

Publication of Bishops Waltham Town Healthcheck Report

The final Bishops Waltham Town Healthcheck report has now been published. The contents were approved by Bishops Waltham Parish Council a some months ago and the key headlines shared with residents through a summary document delivered to each household. The full report details the history of Bishops Waltham, analyses the strengths and weaknesses of the settlement and sets out a series of projects to improve the town and parish in the coming years. Projects identified in the report include a business park and more small business units, community ownership of the North and South Ponds, pedestrianisation of the Upper High Street and improvements to a series of play areas and sports facilities.

The healthcheck was completed over the course of approximately three years, with many residents, local business people and visitors contributing. A great amount of volunteer effort went into the Healthcheck process, which was recognised at an event in 2009 at which many volunteers were recognised for their contribution.
 
Bishops Waltham is the ninth community in Winchester District to publish its community plan. A further eight communities are part way through the process, with four more considering whether to get started in the near future. Winchester Over 55's Forum - FREE Film Screening Event

Mamma Mia PosterWinchester's Over 55's Forum is inviting older people in the District to a FREE screening of the film, Mamma Mia, at The Screen Cinema, St Cross Rd, Winchester on 30 September from 10.30am.

The invitation is open to all those over the age of 55, and is being held in an effort to bring older people together and promote the work of the Over 55's Forum. The Forum aims to give a voice to older people across the District to ensure that their needs are being met by local services.

In addition to learning about the Over 55's Forum, those who come along to the free event will have a chance to meet with representatives from the Community Innovations Team, Age Concern Hampshire, and other partners from the Older Persons' Partnership.

Beat the Squeeze - Funding Seminar Invitation

If you run a voluntary group, charity or other not-for-profit organisation in the Winchester District, you are almost certain to be concerned about the availability of public funding to support you in 2011/12 and beyond.  As you start to plan budgets and work programmes for next year, this is the time to gather information and ideas about how to make the most of the funding which is still available. 

To help you do this, Winchester City Council and Winchester Area Community Action invite you to a FREE seminar, where you can:

  • find out about changes to Winchester City Council’s own grants programmes
  • meet representatives of other funding bodies, hear about the programmes they are keen to support and run your proposals past them for pre-application advice
  • receive tips to improve your chances when making funding bids
  • network with other groups who are facing similar challenges and who may be able to share solutions with you

You can book up to 3 places for your organisation at one of the following events:

  • Thursday 28 October  2pm to 5pm at Wickham Community Centre
  • Thursday 4 November 2pm to 5pm at Winchester Guildhall 
  • Thursday 4 November 5.30pm to 8.30pm at Winchester Guildhall

Census Opportunities

On 27 March 2011 the Office for National Statistics (ONS), are asking every household in England and Wales to complete a census questionnaire. As a result there will be a considerable amount of job opportunities related to the Census, for more information visit www.censusjobs.co.uk


Money for Work, Rest and Play

More rural communities and businesses across East Hampshire and Winchester will benefit from a share of the £2,025,000 LEADER grant funding administered by the Fieldfare Local Action Group.

Owslebury Parish Council, Spinney Hollow woodlands projects and Hampshire Vegetable Gardens are the latest successful applicants to receive offers of support.

David Webb, acting Chair of the Local Action Group, congratulated the projects and said "These are positive examples of rural businesses and communities who want to make the most of the financial opportunities that this grant programme offers".

The Local Action Group has supported 48 projects since April 2009 and funds are available until 2013. The group meets every six weeks to assess the grant applications made to them.

Small rural businesses, farmers, woodland owners and community projects located in the rural areas of East Hampshire District and Winchester City Council can apply for LEADER grants.

Holler for Hot Spots, not Not-Spots!

Winchester City Council and the eHampshire Partnership are seeking local views on access to broadband internet.

A short survey is available for all Winchester District residents and businesses, to identify demand for better broadband. The survey asks for your current internet speeds, and seeks your view on what you would pay for faster access to the World Wide Web. Town and Parish Councils are asked to publicise this survey widely. A leaflet is available for you to distribute – just contact Kate Cloud, Economic Development Manager on 01962 848 563 or email kcloud@winchester.gov.uk to request leaflets for your area.

The results of the survey will be mapped, and overlaid onto an existing map of not-spots – areas with very poor broadband access. This will identify the priority order of settlements demanding higher speed broadband access.  The evidence that is gathered will be used to lobby internet service providers, and those providing internet infrastructure, to provide a better service to Winchester.
