Neighbourhood Planning

A number of Parishes in the District have shown an interest in preparing a Neighbourhood Development Plan for their area. Government guidance on this is still emerging but we hope the information contained in the document attached below will help at this early stage.

Open meeting for Not for Profit Organisations

23 February 2012, 4pm – 6pm
The Bapsy Hall, Guildhall Winchester

Last winter Winchester City Council held 2 meetings for not-for-profit organisations to share with them our thinking about a commissioning approach. Many organisations joined us and helped us to develop the approach, which we have successfully begun to use. We have now organised a further meeting to bring them up to date with Council thinking about commissioning, and how this relates to the grants programmes which have – following a change of policy at WCC – continued to operate.

We will also discuss with them the needs of voluntary and not-for-profit organisations in the Winchester District during this difficult economic period. Over the years the City Council has put considerable funds into the provision of training, advice and co-ordination to help voluntary organisations start up and continue to thrive through changing times (Winchester Area Community Action (WACA) is one of the major providers of this support). However, we need to understand whether our local voluntary organisations’ support needs have changed, and whether support might be provided in new and different ways which may be even more effective and efficient in helping them to help the residents of the Winchester District.

The meeting will be held at Winchester Guildhall from 5pm until 7pm. Tea and coffee will be provided on arrival from 4.30pm.

We know that not all our local not-for-profit organisations will be able to send representatives to this meeting so we will also be providing an online survey form (we will send details of this shortly).

We hope parish councils will help us disseminate this invitation to not for profit organisations in their local areas. Parish councils are also funders of the voluntary sector and will have their own views on the issues under discussion. New Guide to help rural businesses with planning

Winchester City Council is making changes to its planning application process in order to consider and understand the needs of rural businesses.  As well as training two existing principle planners to act as Rural Business Advisors, the council has produced a new easy to follow guidance note which can be download here:

Changes to the Development Area Management Team

During 2011 the Planning Department re-organised the teams within its Development Management section (formerly called Development Control). Development Management deals with all planning applications and appeals across the District.

Historically the District was covered by two large area teams; Development Control East and West.

There are now 3 smaller area based teams covering the north and south of the District as well as a team dealing with planning work in the South Downs National Park. The following map shows the split between the 3 area teams - Map

In addition, you can access the Council’s on-line mapping system, called local view, to check with a particular property lies within the South Downs National Park. This also provides valuable local information. http://map.winchester.gov.uk/lvinternet/

Simon Finch remains the Head of Planning Management and the structure of the rest of Planning Department is unchanged with Neil March managing the Enforcement Team and Caryl Murphie managing the Planning Support Team.

Julie Pinnock has responsibility for Development Management across the District, and she also currently leads the National Park Team, whilst two Team Leaders have day to day supervisory responsibility for the North and South teams.
