New Environmental Services Contract

Joint Waste LogoNew environmental services contracts will begin across the Winchester City Council area from the 1st October 2011.

The contracts have been let in partnership by Winchester City Council and East Hampshire District Council and have resulted in over £2 million savings per annum across the 2 local authorities.

The new contractors are as follows:

  • Biffa Waste Services for recycling and refuse collections
  • The Landscapes Group for street cleansing and grounds maintenance
  • Superclean Services Wothorpe Ltd for public convenience cleansing

The savings have been achieved by careful procurement and efficiency improvements and as a result there will be some changes to some existing practices including the bin collection day and timing.

A comprehensive communication campaign has been carried out to inform residents of any changes including delivery of collection calendars to all residents and further details are included in a Waste Contract Fact Sheet. The fact sheet also includes a new contact telephone number for service issues as well as a new web site page for enquiries.


City Council Support for Village Design Statements

Winchester City Council has supported and encouraged the production of Village and Neighbourhood Design Statements over many years. These have been adopted as Supplementary Planning Documents and the Council has offered financial assistance towards their production (up to £1000 at each stage). Unfortunately, due to the difficult financial situation, the Council had reluctantly decided that it can no longer offer such funding. 

The City Council continues to encourage the production of Design Statements and will continue to provide officer help in developing them, as well as adopting them and taking account of their content. All recent Design Statements are designed to be available on-line and fewer printed copies are usually needed, helping to keep costs down. Where Design Statement groups are working on or planning a Design Statement they may want to discuss the possibility of funding with their Parish Council, or with the Town Forum in Winchester.

Winchester 2012: Parish Celebrations - update

Parish CelebrationsParishes may recall receiving information on the Winchester 2012: Parish Celebrations initiative. In short, we are offering support to any Parish Councils or a nominated organisation or individual to design, plan and deliver 2012 events in the Winchester District.

The support offered will include training, meetings, email and telephone support as well as event planning templates and fact sheets. Winchester City Council has recently commissioned Chris Powell from ‘The Event Expert Limited’ to provide this support.

The purpose of this update is to introduce you to Chris who will be your new Parish Celebrations contact. Chris lives in Hampshire and has been designing, planning and delivering events for the last 17 years. His speciality is public events, so he comes with a wealth of experience in this field. Chris’ remit will be to provide you with a comprehensive package of support for your event regardless of what stage you are at, in terms of your 2012 thoughts.

Chris will now be the lead contact for Winchester 2012: Parish Celebrations and is of course very keen to have you all on board! To this end you will be receiving an email from Chris in the shortly outlining the event support package he has planned for you.
