New Environmental Services Contract

LogoThe Community Safety Team have a number of campaigns coming up over the next couple months and are asking for your help in promoting these by including them in your Parish newsletters or updates.

  • Halloween and Bonfire Night – during the week 31 October to 5 November
  • White Ribbon Day (national violence against women awareness campaign) – 25 November
  • Alcohol Awareness Week – 14 to 18 November
  • Christmas Campaign – 14 to 8 January.

The partnership would really like to link some of their work into local events that may already be taking place, for example, Fete’s & Christmas Fayres, but they need a list of what’s happening in each of the areas so would ask the Parishes send information to the Community Safety Team.

There is a lot of information already on the Community Safety Partnership website but would like to encourage Parishes to contact us directly if you have anything specific they want us to help with or if you have any questions.

LDF Core Strategy Update

The Council intends to publish its Core Strategy by the end of the year, prior to submission to the Government in 2012 where it will be examined. However, before we can proceed to this the Council is in the process of amending some of its draft policies in response comments on Blueprint and Plans for Places.

With regard to development in the rural area the Council is developing a series of policies to take account of the comments made by Parish Councils on Plans for Places. We have discussed the emerging policy for larger settlements with the relevant Parishes and found this very useful. For the smaller settlements we propose to circulate a draft of the emerging policy for information and informal comment shortly. Unfortunately the programme we are working to doesn’t allow for a full consultation period – this will come in the New Year when the Core Strategy is formally published, but we would welcome any comments you may wish to make before the policy is considered by the Cabinet (LDF) Committee in late November.

A draft policy will therefore be forwarded to Parishes in due course – any comments should be submitted to the Strategic Planning Team LDF@winchester.gov.uk by 21 November – this is to enable the Council to consider the full core Strategy at its next LDF Cabinet Committee.


War Memorials

War MemorialThe War Memorials Trust is running a campaign to ensure that there is a named person within each Local Authority in the country who is a first point of contact for issues relating to war memorials.  Winchester City Council has recently signed up Alison Davidson, Head of Historic Environment to be that person, the War Memorials Officer (WMO). Alison won’t become responsible for the maintenance and upkeep of all memorials as a result – the City Council isn’t custodian of them – but hopes to create a full record of memorials in the district and to share information regarding maintenance and repair issues and other projects particularly with the centenary of the First World War approaching in 2014.

One of the current initiatives by the War Memorials Trust is to spread the word about In Memoriam 2014. This is a project which will protect memorials at risk of theft or damage by marking them with a forensic liquid called SmartWater. The crime prevention fluid, which is being made available at no charge, will not only make memorials uniquely identifiable, it also offers robust traceability should a theft occur. This will act as a significant deterrent to those considering desecrating our war memorials by massively increasing their chances of detection and subsequent arrest. The project is now open to applications. Please visit www.inmemoriam2014.org to apply for the product if you are responsible for war memorials.

In the meantime, Alison is asking for information from each Parish Council as to the existence and location of war memorials in your area, so that they can be added to the data base. Any other information regarding plans for repair or restoration, particular points of interest or concerns would also be welcomed so that the council can develop a properly co-ordinated approach to these very special structures. More parishes join the parish plan 'family'

Parish planning in Winchester is going from strength to strength, as a number of parishes prepare to publish their plans at the same time as others are just setting out on the process.
 
After two or more years of hard work, residents in Soberton, Hambledon and Kings Worthy are close to publishing their parish plans.  Soberton's draft parish plan is currently out for consultation so local people can comment on the ideas put forward, while in Hambledon and Kings Worthy first drafts have been produced and will be developed further in the coming months.  Residents in Wickham also have a draft parish plan to replace their current one that was published in 2004.  Once completed, these plans will add to the ten community-led plans already published in Winchester District and will mean that close to a third of all parishes will have completed a plan.
 
Just as important is the news that a number of parishes are keen on following their lead and starting a parish plan of their own.  A group of residents have just come together in Shedfield to start the process, and the parish councils in Upham, Wonston and Itchen Valley will be discussing in the coming weeks how to get started in their own areas.  Much of this has stemmed from residents' interest in continuing the discussions that started with the City Council's major Blueprint consultation exercise late in 2010, which sparked a real interest amongst local people in planning for the future of their community.
