Winchester City Active Communities Change Plan - your chance to shape future services

Do you want to make a difference in your local area? Are you happy, healthy, and do you feel safe? To help us find out complete the Winchester City Council's Active Communities Change Plan online survey. The topics being covered are:

  • Crime and Anti Social Behaviour (ASB) 
  • Health and Well Being
  • Winchester Celebrations for London 2012 Olympic and Paralympic Games

The Council is seeking your views on a number of services that affect local people. The results from the survey will help to identify community priorities, shape how resources are going to be used and contribute to the annual crime and disorder review. Those who live and work in the district are being asked to participate in the survey by sharing their views and experiences.

Small Grants Scheme

CoinsThe Winchester City Council 2011/2012 Small Grant Scheme is now open for applications. A total of £9,000 is available for activities and projects during 2011-2012.

Grants of up to £500 are available to all charitable community and voluntary groups, but applicants should note that priority is likely to be given to those organisations that can demonstrate that their project is linked to the delivery of one or more of the five priorities from the Winchester District Sustainable Community Strategy:

  • Promoting the wellbeing of older people
  • Improving access to services
  • Reducing the district's carbon footprint
  • Improving quality of life in the Stanmore neighbourhood, Winchester
  • Improving quality of life in the Winnall neighbourhood, Winchester.

All activities/projects must be for the benefit of residents within the Winchester District

There will be two rounds of grant awards with the following closing dates:

22 June 2011 (for activities taking place after 3 August 2011)
2 November 2011 (for activities taking place after 7 December 2011)

This year the scheme is being run on behalf of Winchester City Council by Winchester Area Community Action (WACA) which is constantly in touch with voluntary organisations and well placed to help groups find a range of funds for initiatives. Final decisions on which organisations are awarded grants from the Small Grants Scheme will still be made by Winchester City Council.

Commissioning Update

Parish councillors, community organisations and local businesses who attended recent seminars in Winchester outlining the City Council’s new approach to ‘commissioning’ may like to know that the first of the new-style commissions will be advertised by the end of May.

The commissioning approach is designed to focus resources on the priorities which have been identified through consultation and research during the development of the Winchester District Community Strategy. It provides the opportunity for existing partners and new organisations to work with the Council in delivering real change for local people, particularly on priorities such as addressing the needs of older people, improving access to services and reducing our carbon footprint. New-style commissions will be ‘results focussed’, and briefs will be drawn up in consultation with service users.

The City Council will advertise all commissions on the South East Business Portal at www.businessportal.southeastiep.gov.uk/ although you will be able to reach the pages from the Council’s own website, along with a selection of information, guidance and case studies which will be added over time. Any organisation or business wishing to be considered for commissions can register for alerts on the website, and – as many other councils are already starting to use this site to promote business contracts – now is a good time to sign up, so parish councils are asked to spread the word.

Nominate someone you know to carry the Olympic Torch

Do you know someone who is truly inspirational? Someone who always strives to do their best?
This is your chance to give them their moment to shine.

With one year to go until the Olympic Flame arrives in the UK, a search for 8,000 Torchbearers to take part in the London 2012 Olympic Torch Relay has been launched. They will be individuals whose personal stories will inspire millions of people as the 70-day relay travels the length and breadth of the UK.

New rules for properties not served by mains sewerage

Across the Winchester District there are many rural areas that do not have mains sewerage and are served by their own treatment systems. These are often referred to as septic tanks or package treatment systems and can serve one or multiple premises.

If your property is served by such a system then you need to apply to the Environment Agency by 1 January 2012 for a permit or a registered exemption. These regulations apply to both new and existing systems.

Utilities works in Tower Road and Tower Street, Winchester

Utilities works involving Southern Gas Network replacing mains and BT replacing an overhead cable pole in Tower Road in Winchester are due to finish by Friday 27 May. Southern Gas Network will then continue mains replacement works in Tower Street which will be closed from 28 May until 4 June between Cross Street and Tower Road. During this time, there will be no access to the public car park from Tower Street – exit and entry to the car park will be from Sussex Street only. While works continue from 5 June until 11 June, Tower Street will remain open to traffic.  


Winchester Fashion Week

Winchester is set to join Milan, Paris, London and New York this summer with its first ever Fashion Week.  From 25th to 31st July, there will be workshops, lectures, masterclasses, a frock swap, careers guidance and – the grand finale – three evening fashion shows at Winchester Guildhall.
The line-up features local artists, from hair stylists to budding designers, taking inspiration from a circus theme to provide a series of new and exciting events to celebrate Winchester’s wealth of creative talent – and to provide opportunities for local people to try something new or improve their skills.
