Cllr Kelsie Learney was elected Leader of Winchester City Council
at the Annual Council meeting in the Guildhall last week. As
the majority party, the Liberal Democrats have formed the Cabinet
with new Portfolios being created in line with their priorities for
the council. The photo below shows Winchester City Council's new
Cabinet (from left to right) Cllr Lucille Thompson, Cllr Brian
Collin, Cllr Kelsie Learney, Cllr Dominic Hiscock, Cllr Therese
Evans and Cllr Eleanor Bell.

Cllr Learney, as Leader, will take responsibility for
transformation and resources, with a focus on the Council’s budget
and improving the use of the council’s assets including its property
and land.
Two new roles for Cabinet members have been created; one for
Winchester and the surrounding areas, and one for the rural parts of
the district and the market towns. The new Cabinet members will act
as ‘champions’ for communities and focus on improving the quality of
life for local people in their areas.

| Changes at Winchester
City Council |
|
You will no doubt have been following
with interest the changes to national government since the
election. Winchester City Council has also been laying the
foundations for a new way of working, and is currently completing a
restructure which sees the formation of a Commissioning Team of
three assistant directors. Each of the postholders is
accountable for delivery against one of the outcomes of the
sustainable community strategy for the district, and these officers
are 'matched' at Cabinet level by Member counterparts as
follows: Jen Anderson/Cllr Lucille Thompson - communities;
Eloise Appleby/Cllr Dominic Hiscock - economic prosperity, and
Robert Heathcock/Cllr Eleanor Bell - environment. They are
developing change plans which focus and co-ordinate the Council's
work in support of these outcomes. They will also be seeking to
use Council resources and effort to secure genuine commitment from
local partners to deliver key programmes.
Parish
councils are important partners for the Council, and the team will
be looking to parish plans to help shape these programmes to ensure
the best results for local people across the District. If you

Community Capital Grants – Closing date: 1 September
2010
Groups wishing to apply for a Community Capital grant for
2011-2012 should be preparing their applications now as the closing
date this year has been brought forward to 1 September 2010. All
groups considering applying for a Community Capital Grant should
inform the Community Grants Officer prior to making an
application.
This scheme provides support to a range of community access
buildings which provide services to the residents of the Winchester
District. Capital grants cover physical building improvements
(including disabled adaptations) and major equipment
purchases. Applicants must meet the criteria details of which
can be found on the Council website - www.winchester.gov.uk/grants
and are included in the application pack.
All groups considering applying for a Community Capital Grant
should inform the Community Grants Officer, by telephone 01962
848582, or by email bheller@winchester.gov.uk,
prior to submitting an application.
Small Grant Schemes 2010/2011 – Next closing date: 2
June 2010
Applications are invited for the next round of small grants for
activities/projects that take place after 14 July 2010. Grants of up
to £500 are available to not-for-profit voluntary organisations,
community groups, or registered charities which run activities or
projects that fall within one of the following five themes:
- Health and Wellbeing
- Safer and Stronger Communities
- Economic Prosperity
- High Quality Environment
- Inclusive Society
All activities/projects must be for the benefit of residents
within the Winchester District
The closing date for the last round of this scheme is on 6
October 2010, which is for activities/projects that take place after
17 October 2010.

| Winchester's Older
Persons Partnership |
|
The Winchester District Older Persons’ Partnership is a group of
representatives from local government, healthcare providers, the
voluntary sector and organisations who deliver services for older
people in the Winchester District. The partnership is chaired
by Gill Sweeney, who is the Hampshire County Council lead for Adult
Services in the Winchester District. This group works together
to ensure that services provided for older people in our district
are efficient and meet the needs of the community.
In the past year this partnership has addressed issues such as
helping older people cope with bad weather, the creation of Over
55’s Forums around the District and providing assistance to
carers.
After much consultation with older people in the District, the
partnership has now turned to one of their objectives for this year
by focussing on the topic of volunteering. Chairperson Gill Sweeney
says, “Volunteering can be a wonderful way for older people to
contribute to their communities, have an impact on the lives of
others and make new friends. This partnership is committed to
assisting older people in the Winchester District to find
volunteering opportunities that are meaningful and fun.”
The partnerships’ April meeting was devoted to the topic of
volunteering and members discussed ideas for new programmes and
innovative ways to encourage older people to volunteer. The
partnership will also be supporting other organisations in their
National Volunteering Week events, which will take place in
June.

| Free Funding Advice
Fair - Waltham Chase |
|
Winchester Area Community Action (WACA) are running a
free funding advice fair on Saturday 19 June 2010 10am (9.45am
for coffee) until 12pm, Waltham Chase Methodist Church, Curdridge
Lane.
This event has been arranged for community
organisations, clubs and societies to come along and find out about
the services that WACA provides and the current funding
opportunities available. There will also be an opportunity to ask
questions and to network with other local groups.

| Updated Guidance for
Parish Councils on Climate Change |

Defra and ACRE has
recently published a booklet on local councils and climate change.
This has prompted the Winchester District Strategic Partnership
(WDSP) and Winchester Action on Climate Change (WinACC) to update
its local guidance on what parish councils can do about climate
change. The updated guidance also incorporates interesting ideas
from a discussion at the October meeting of the Winchester District
Association of Local Councils and can be found on the WinACC website
