Community Strategy - Refresh 2010 |
|
The consultation draft of the
Winchester District Community Strategy is now available. The
Community Strategy is the main strategic document which guides the
work of the City Council and many of its partners. It sets out what
the important issues are for our District and what sort of place we
want it to be like in the future.
We are keen to hear your views on the
Strategy and would welcome your views during the consultation period
until 13 August. The link below will take you to the draft
strategy and an online survey form which we would be grateful if you
would use to give your responses as it will help us collate them
quickly and easily. However, we are still happy to receive written
responses.

| New Portfolio
Roles |
|
Cllr Learney, as Leader, will take responsibility for
transformation and resources, with a focus on the Council's budget
and improving the use of the council's assets including its property
and land.
Two new roles for Cabinet members have been created; one for
Winchester and the surrounding areas, and one for the rural parts of
the district and the market towns. The new Cabinet members will act
as 'champions', defending the interests of our communities and
focussing on improving the quality of life for local people in their
areas.
Portfolios allocated to other Cabinet members are as follows:

| Councillor and Public
Participation at Cabinet Meetings |
|
At Cabinet on 9 June, it was agreed
to adjust the procedure for public speaking at future Cabinet
meetings to enable people to speak on any matter affecting the
District (Report CAB2023 refers). The revised public speaking
procedure is available on the Council’s website via the following
link: Public Participation
Although the arrangements for Councillors wishing to
speak at Cabinet meetings have not been changed, it was agreed that
Members be reminded about the current practice. Non-Cabinet Members
are entitled to speak about a particular agenda item under Council
Procedure Rule 35 and are requested to advise the Cabinet
Administrator before the meeting starts. This can be done
either prior to the day of the meeting (by contacting Nancy Graham
on 01962 848 235, ngraham@winchester.gov.uk), or on the day by speaking to Nancy before the
meeting starts. There is no formal time limit for Councillors
speaking, it is at the Chairman’s discretion.
The practice remains that Councillors are
permitted to speak on agenda items only, not on general matters
under the “public participation item”. This is because
Councillors have the ability to place items on agenda and bring
items up through the scrutiny process to Cabinet’s
attention.

| Code of Conduct
Training for Parish Councillors and Clerks |

Training is being offered to both new and
experienced Councillors and Clerks. The evening will cover the
provisions of the Code of Conduct, Register of Interest issues and
include some case studies which focus upon the application of the
rules to everyday situations.

| Older Persons'
Partnership |
|
The Winchester District Older Persons’ Partnership has kicked-off
an exciting new pilot programme, called the Village Agents
Programme, which will improve access to information for older people
in the Winchester District. This pilot programme will be run in two
areas in the Winchester District- one rural and one urban- to be
identified by the project team.
Through the Village Agents Programme local volunteers will be
trained to provide face-to-face assistance for those seeking
information about services available in the Winchester District.
Research and consultation with the Winchester District Over 55’s
Forum has shown that older people prefer to get information
face-to-face, rather than over the telephone or via the
internet. The Village Agents will be community-based volunteers
who can help older people access the information they need in the
way in which they are most comfortable.
Gill Sweeney, the Hampshire County Council lead for Adult
Services and the Chair of the Older Persons’ Partnership says “The
Village Agents Programme was created to improve ease of access to
and accuracy of community information for older people across the
Winchester District. We hope that the Village Agents Programme
will help to strengthen communities and reduce isolation and
loneliness in older people.”
The Village Agents Programme has only just begun, so there is a
lot of work for the project team in the coming months. If you

| BIG Green reasons to
stay in Winchester this summer |

You can help
Winchester reach its target to cut down on carbon emissions by 20%
by 2012 by getting involved with some of the exciting activities
happening during Winchester's BIG Green Summer right up until
October.
The initiative is headed up by Winchester
City Council and Winchester Action on Climate Change on behalf of
the Winchester District Strategic Partnership. The Partnership of
all the leading organisations in Winchester is asking local
organisations to pledge to cut their carbon footprint by signing The
Winchester Declaration on Climate Change.
The BIG Green Summer seeks to promote
participation in a range of fun and inspiring activities. The
aim is to encourage us all to embrace a greener lifestyle and to
take meaningful action to reduce our individual carbon footprints.
From local produce events and woodland play parks to
cycle-powered sightseeing, there is something for everyone.

| Festivals in
Winchester Photography Exhibition and Competition |

A new photography exhibition opened at
City Space in Winchester Discovery Centre on the 26 June. The
exhibition celebrates festivals in Winchester and showcases the work
of award-winning photographers.
Running alongside the exhibition is a
competition designed to get local people involved in the festival
season. If you think you’ve got what it takes to capture an image
that sums up the kaleidoscope of activity that occurs in
Winchester’s city streets and live arts venues during festival
season, then just submit your high resolution images on disk to
Winchester Tourism by 31 August 2010 (maximum ten images per

portrait shoot with multiple award-winning photographer Kin Ho, Chef’s selection of five tapas at

The BIG Green Picnic |

The Sport &
Physical Activity Team at Winchester City Council are
organising the BIG Green Summer on the 25 July to
celebrate the countdown to the London 2012 Olympic Games. The Picnic
will held at North Walls Recreation Ground from 12:00pm to 5:00pm
and will challenge people to come along as a family and take part in
20 minutes of walking, jogging and cycling whilst enjoying a picnic
throughout the day. The team are looking forward
to welcoming families to the event to join them in
counting down the celebrations to London 2012
together.
