Annual Grant Schemes Now Open

Pound signCommunity Capital Grants
Closing date:

This scheme gives support to a range of community access buildings which provide services to the residents of the Winchester District. Capital grants cover physical building improvements (including disabled adaptations) and major equipment purchases. Applicants must meet the criteria details of which can be found on the Council website (also included in the application pack). Potential applicants are advised to discuss their scheme with Community Grants Officer, on 01962 848582, prior to submitting an application.

Community Revenue Grants
Closing Date:

This scheme provides funding to voluntary and community organisations delivering support and services to the residents of the Winchester District. Applicants must meet the criteria which are based on the City Council's Sustainable Community Strategy, details of which can be found on the Council website (also included in the application pack). All new applicants to this scheme are advised to discuss their project with the Community Grants Officer, on 01962 848582, prior to submitting an application.


Winchester Business Grants

A series of grants schemes are now open to businesses to help them through the recession. The Council is funding a business start up grants scheme, a village shop grants scheme, and a hardship rates relief scheme.

Start up grants are available to new businesses, or those who have been trading for less than six months. Applicants should prove that the grant of up to £1,000 will be used to further the enterprise activities. Hardship rates relief is available to businesses with premises in the district who are struggling due to the recession. Village shop grants is for one-off costs to help make the business viable in the long term, and could be for up to £20,000. To apply, or find out more, contact

LDF Core Strategy Update

During August 2009, the Council received informal advice on its Core Strategy from the Planning Inspectorate who advised that further work is required on the Core Strategy before it is submitted for examination. The Inspector gave an informed opinion on the Core Strategy given his experience and the expectations of Government as to the level of detail now required to be dealt with in these documents. His report can be viewed on the council website.

It is considered beneficial to undertake this additional technical work in advance of formally publishing the Core Strategy or submitting it for examination, this will delay Core Strategy publication from December 2009 until the second half of 2010. Our current assessment of the programme changes needed to accommodate the additional work required is still in progress, but will be considered formally by the LDF Committee on 20 October (committee papers available to view from Monday 12 October). This committee will also receive feedback on the first round of comments on the Core Strategy Preferred Option and suggest a way forward for the next version.


Rural Affordable Housing for Local People

HouseYou may recall the Council's Rural Housing Development Action Plan, which was circulated for consultation last December. The Action Plan has been approved and is currently being published (it will be circulated to Parish Councils soon) and good progress has been made on a number of the action points.

The following schemes are in progress:


Littleton: project of 12 affordable one, two, three and four bedroom homes for local people is due for completion at the end of this year. HydeMartlet are developing the homes which will all be for rent.

Swanmore: developed by HydeMartlett and built by Drew Smith, will provide a mix of affordable rented homes for local people. Due for completion at the end of the year.

Micheldever: scheme to convert barns into residential accommodation, including 2 affordable homes is almost complete.

Hambledon: project being developed by Bargate Homes as a mixed development of open market housing and 9 affordable rented homes for local people, which will be owned and managed by a Housing Association. The scheme has planning permission but has not yet started on site.

West Meon: project of 10 affordable homes is at the design process. HydeMartlett hopes to submit the scheme for planning permission in Oct/Nov 2009, following consultation with the parish on the design.

Wickham: HydeMartlett is working with the Wickham Community Land Trust to provide 20 affordable homes for local people. The scheme has been designed next to the Community Centre, with a proposal for a new Doctors' surgery nearby. A second site is also being proposed nearby by Kingfisher Housing Association. The parish is currently being consulted on the proposal and planning permission will be sought shortly.

Waltham Chase: scheme of 20 affordable homes for local people is proposed alongside the conversion of farm buildings into office spaces and the replacement of an existing open market building.

Boarhunt: scheme of 4 affordable homes for local people is proposed together with the replacement of a shop and current accommodation. A planning application is expected in the near future.

Discussions are taking place with other Parish Councils with a view to developing affordable housing for local people. These include Bishops Waltham, Denmead, Soberton, Micheldever and Twyford.

Rural Planning Event

Winchester City
Council is inviting rural businesses and landowners to join us for our annual rural planning seminar. The event is aimed at explaining the planning system and policies relevant to rural businesses, and offers the chance for you to meet some of the team available to help when planning applications are submitted. There is also an opportunity to hear about LEADER funding and other rural business grants that may be available. Winchester Business Excellence Awards

The 2010 Winchester Business Excellence Awards recognise the achievements of local businesses and reward them for their commitment to excellence. Supported by Business Link Wessex, the judging is undertaken by a panel of leading business people, resulting in four finalists for each category who are invited to attend a glittering awards ceremony at Winchester Guildhall.

eHampshire Conference 2009
making the right connections - technology for business and society

The Conference will focus on helping business adapt to changing times, and will feature presentations from leading industry specialists and three workshops on Infrastructure, Changing Business Models and Smarter Working. This year's keynote speaker is Dr Steve Garnett, Chairman of Salesforce.com (EMEA). He will discuss how advances in ICT are fundamentally changing business models across the public and private sectors.

Car Park Office Relocation 2-5 Oct

Just a reminder that the Parking office is moving from its current location in Middle Brook Street to the Customer Service Centre in the Colebrook Street council offices.

Training for Parish Councils


The 'Ethical Framework for Parishes' training is being offered to both new and experienced Councillors and Clerks. The evening will cover the provisions of the Code of Conduct, Register of Interest issues and include a discussion about the application of the rules to everyday situations.
