| HeatSeekers vehicles
in Winchester District |
|
An award winning energy
efficiency detecting vehicle, which helps homeowners pinpoint
escaping heat in their homes, is set to hit the roads in the
Winchester District this month. The HeatSeekers vehicle is equipped with state of
the art technology (developed and mobilised by the Energy Saving
Partnership) which uses thermal imaging technology to identify homes
that may benefit from improved insulation. The vehicles will be operating at night,
during the colder months. Each has the ability to assess up to 1,000
properties an hour. The thermal-imaging technology highlights where
heat is escaping from a property and identifies if your property
would benefit from further insulation. Once the area has been imaged, a
dedicated team of energy advisors will carry out free surveys,
talking to local residents about how they can improve insulation and
take action to reduce both their energy bills and carbon
footprint. For

| Local Development Scheme Update |
|
The City Council has recently
submitted a revised Local Development Scheme (LDS) to Government
Office (GOSE) for approval. This changes the original programme for
the production of the Local Development Framework (LDF) following
the advice received in the summer from the Planning Inspectorate.
The next stage of the Core Strategy which is the Council's lead
document being prepared under the LDF will now be published in
Autumn 2010.
The revised LDS can be viewed on the Council
website, at this stage it is still in draft form pending
formal approval from GOSE.
On
20 October 2009 the Council's LDF Cabinet
Committee, considered the first set of representations received to
the Core Strategy Preferred Option, which was subject to
consultation during May - July this year. Click the link to view the minutes of the meeting. A further
meeting for the LDF Cabinet has been scheduled for Tuesday 15
December 2009, the intention is that this meeting will cover those
representations received to Chapter 4-7 of the Core Strategy :
- Chapter 4 - The Spatial Strategy
- Chapter 5 - Spatial Strategy - Winchester Town
- Chapter 6 - Spatial Strategy - South Hampshire Urban Areas
- Chapter 7 - Spatial Strategy - Market Towns and Rural

| Winchester & District Over 55s Forum -
Events |
|
The Winchester and District
Over 55`s Forum is a community organisation that has been
established to ensure that the concerns and needs of older people
are brought to the attention of those who provide services for them.
This includes service providers such as local government, charities,
utilities and transport agencies, in addition to the dozens of small
local providers whose services can make a difference to the well
being of older people. In addition to the
ongoing work done by the Winchester and District Over 55's Forum,
there are two exciting initiatives planned for early 2010.
- Two community events that will be centred around the themes of
dealing positively with health and wellbeing issues and enjoying
life at all ages. The Forum plans to use these events to bring
older people from across the Winchester District together to
learn, socialise, and have fun! It is hoped that some of
those attending these events will choose to join us as members of
the Forum, where they can help us in our goal being a credible
voice for older people.
- In early 2010 a review of the effectiveness and
usefulness of the information and services available to older
people is planned. We want to ensure that information is
available that lets older people know easily and quickly, how to
contact service providers who may be of assistance to
them. The review will require us to make use of the
day-to-day experiences of those older people who need to seek
help. We intend to visit as many groups /clubs as possible to
learn of problems and to seek views about improvements could be
made.
The Forum meets regularly in Winchester. The next meeting is
on 8 December from 10.30am-12.30pm at the Winchester Centre at 68
St. Georges Street, Winchester, SO23 8AH. If you would like to

The Hyde 900
festival will mark the 900th anniversary of the foundation of
Hyde Abbey. It aims to be a community-led festival which will
celebrate the history of Hyde, explore the locality and environment
and showcase the wide variety of talents of the people who live in
the area.
