Winchester District Development Framework
Core Strategy - Next stage - Preferred Option

The Core Strategy is the lead LDF document currently being prepared by Winchester City Council. It will set out the vision, development strategy and core policies for planning in the District up to 2026. The purpose of the Core Strategy is to ensure that development across the District happens in the right places, at the right time and with the necessary roads, drainage, schools and community facilities to support and benefit both new and existing communities.

The Preferred option has been prepared following extensive public and stakeholder consultation during 2007/8 and takes forward key issues which are important to the District.

The Core Strategy is set out in two parts; the Spatial Strategy and Core Policies.

The Spatial Strategy divides the District into three areas, Winchester Town, South Hampshire Urban Areas, and the Market Towns and Rural Area, each with a vision and set of policies which reflect their nature and characteristics, and opportunities for growth and change. The main focus for new development will be at Winchester Town and in the South Hampshire urban areas at Waterlooville and Whiteley, with smaller scale development elsewhere with the focus on for providing for local needs to keep settlements sustainable.
A series of Core Policies forms the second part of the Core Strategy, these are District-wide policies covering a range of issues, including affordable housing, design, biodiversity, green infrastructure, recreation etc.

Following consideration and full debate by the Council's Cabinet (LDF) committee on 25 March 2009, (click here to view the committee papers), the preferred option now awaits agreement by Winchester City Council at its meeting on 22 April 2009 (7pm at the Conference Chamber, Guildhall, Winchester ) prior to public consultation during May-June (details currently being prepared).

Development Funded Programme of Local Highway Schemes

rural road and housesThank you to all Parishes who submitted potential schemes for the List of Transport Schemes being put together to be funded by Development Contributions. We are in the process of assessing suggested schemes and formulating a draft programme. This process will involve discussions with the County Council as the Highways Authority and we hope to take a report on this matter to Cabinet in due course. The programme will not include delivery timescales as schemes can only be initiated as and when financial contributions are received. If contributions are received and a scheme is initiated then consultation will take place with councillors and parish/town councils.

The current list can be added to at any time so it is not too late to send in submissions. Please send submissions or questions to Dan Massey - dmassey@winchester.gov.uk

Please note, some suggestions received refer to schemes which are already in preparation/consultation and hence cannot be included in a development funded programme.

It's Ok to Play - We need young people's views!

natural play equipmentThanks to the money awarded by The Big Lottery Fund, Winchester City Council is working with the Forestry Commission and other key partners to deliver the project "It's OK to Play". New bespoke natural play sites will be developed at four Forestry Commission sites around the District - West Walk, West Wood, Creech Wood and Micheldever Wood.

The first site to be developed is West Walk (close to Wickham and Swanmore) and we need want to know what young people want to see and use at West Walk. We have produced a short online survey for children aged 8 - 16 years old:

LEADER Funding

Fieldfare Local Action Group has been awarded LEADER funding from SEEDA on behalf of Defra and the EU. The funding comes from the Rural Development Programme for England, and is aimed at assisting rural businesses, especially farming and forestry related businesses, and the communities around them. The money is available to applicants in the East Hampshire and Winchester districts, apart from the urban centres of Winchester city, Alton, Whitehill-Bordon, Petersfield and Horndean.

Andrew Gordon, Chair of the Fieldfare Local Action Group, is pleased to be a part of this exciting scheme:

"We have a significant sum of money available, and we want every penny to count in making Winchester and East Hampshire more sustainable places to live. We are all looking forward to seeing some excellent work as a result of the LEADER funding stream."

Full of life LogoFollowing on from the success of the information day at the Discovery Centre in October last year, the Winchester District Older Persons partnership are organising a similar event at Wickham Community Centre, Mill Lane, Wickham. PO17 5AL on Tuesday 2 June 2009.

11am - 2pm to find out useful information from different services.

LEADER programme springs into action
A programme to provide financial support for rural businesses has officially opened for business.

Temporary measures to help speed-up car park refurbishment
For a period of up to nine weeks, Tower Street Car Park will only be open to Season Ticket holders. The temporary measure will be in operation between Mondays and Fridays to allow vital refurbishment work to be completed sooner. 

Winchester district development framework - core strategy
Work on Winchester City Council's Core Strategy moves into its next phase this week with publication of the Preferred Option document for council consideration. This document follows wide consultation on the Issues and Options during 2008.

2009 Naomi House Claredon Way walk
The 2009 Naomi House Clarendon Way Walk from Winchester Cathedral to Salisbury Cathedral will take place on Sunday 7th June. The walk will raise money for Naomi House Children's Hospice.

Two million pound boost for local rural economy
Farmers, foresters and rural businesses can now bid for a share of more than £2million which has been won for the area.
