Training for Parish Councils

Training is being offered to both new and experienced Councillors and Clerks. The evening will cover the provisions of the Code of Conduct, Register of Interest issues and include a discussion about the application of the rules to everyday situations.

Winchester District Core Strategy Preferred Option Consultation

LDF Preferred Option Document CoverReminder - Consultation on the Core Strategy preferred option will close at 5pm on Friday 3 July 2009.

All Parishes Councils have been sent a paper copy of the Core Strategy which sets out the complete Core Strategy, including the detailed wording of policies and proposals, and the allocation of key sites across the District for development over the next twenty years. The document can also be viewed online at www.winchester.gov.uk/preferredoption.

There are many ways in which you can comment on the Core Strategy:

  • Online at www.winchester.gov.uk/planning - complete an online questionnaire which will then be submitted directly to the Council's LDF team
  • Email LDF@winchester.gov.uk
  • Paper comment form - please call 01962 840 222 to request a form and return to the address below

Winchester District Local Plan Review - saved policies

The Winchester Local Plan was adopted in July 2006. With the introduction of the Local Development Framework (LDF) system in 2004 local plan policies were automatically saved for a 3 year period from adoption of the local plan. This period however, expires in July 2009, but with the LDF still in preparation it is necessary to 'save' the local plan policies so that they can be used in making planning decisions.

The City Council has just received confirmation from Government Office as to the agreed list of 'saved' policies. Due to the level of detail guidance provided by the local plan policies, only those policies that had either been implemented or superseded by recent changes to regional and/or national planning advice have not been saved.

Work restarts on Swanmore Village Plan

Swanmore Village Plan is back on track after a public meeting which attracted more than 140 people. Work initially started on a Village Plan for Swanmore in 2007, but progress faltered when the project leader had to step down due to other commitments. The Parish Council has been working with City Council officers since early in 2009 to restart the process.

The meeting offered an opportunity for attendees to identify what they like and dislike about the village and changes they would like to see. This is the first stage of the community planning process and will help inform the way that the Village Plan develops. A report on the meeting can be viewed on the Swanmore Parish Council website at http://www.swanmore.hampshire.org.uk/.

Residents of Alresford identify their priorities for the future
 
AlresfordAlresford Town Partnership (ATP) recently published results of a community survey, which was carried out following publication of the Alresford Healthcheck in 2008. The survey asked residents to prioritise the 25 actions from the 2008 Healthcheck, highlighting to the ATP which projects are most important to local people. 
The top five projects were as follows:

  • Improve standards of street and open spaces cleanliness. (36.9% of respondents)
  • Provide more car parking in the central commercial area and implement effective enforcement of parking regulations. (35.7%)
  • Improve the quality of bus transport around the town. As part of that, establish Alresford as a partner for the Quality Bus Partnership. (30.8%)
  • Build physical links with Perins School, Arlebury Park and the town to make better use of community facilities. (30%)
  • Increase the amount of green space available for recreational purposes and a wider range of activities at Arlebury Park. (28.9%)

Parish and Town Councils: acting on climate change

EarthIn April all Parish Councils in the district were invited to a meeting held by the Winchester District Strategic Partnership to discuss climate change and their role in tackling it. A successful meeting was attended by representatives from twelve parishes, the minutes of which are available to download for sharing with your Councillors.

Many ideas where generated as to what Parishes and Parish Councils can do to help tackle climate change, all of which are recorded in an 'actions' document. Those present at the meeting agreed to take the ideas back to their respective councils to identify at least two actions they could adopt. The Parish Councils who couldn't make the meeting are encouraged to do the same.

This work will be followed up at the October meeting of the Winchester District Association of Local Councils, which will include a further discussion on the subject of climate change. The aim is to share what has happened in the intervening period, what actions have been taken, and what help Parishes might require to get started or take further actions.

Free support to make a carbon reduction plan for your Parish

The Thames Valley & Solent Energy Saving Trust advice centre will offer free and impartial practical help, advice and support to help you cut energy consumption communities. Parish councils or local communities that want to develop carbon reduction projects can get an advisor to help them develop an action plan to reduce carbon emissions. 

This is a great way to move forward on your parish response to climate change (see Parish and Town Councils: acting on climate change which was emailed to you on 19 June). Discover more by visiting www.energysavingtrust.org.uk and selecting the 'Community' page.  You can also view case studies of communities in the UK that have taken advantage of this, To ask for an application form, contact the CAfE team on email or call the helpline on 0844 848 0077. Deadline for applications 17 July. They will contact you by 31 July to let you know the result.

Consultation E-Panel

Question MarkWinchester City Council is establishing a new consultation panel to help when consulting about Council initiatives, activities and various proposals. The panel will be an 'electronic panel' and people will be consulted via email and the completion of online survey forms. It is envisaged that consultation will take place every two or three months and will consist of less than a dozen questions on each occasion (i.e. 10 minutes or less of your time for each consultation).

Romans in the District

Community History Partnership in Winchester District (CHiP) is enabling the Wickham History group to put together a local history exhibition entitled 'Romans in the District'. The exhibition will be on Saturday 12 September 2009 in the Church Room in Wickham.

CHiP is hoping it will provide a channel through which the knowledge and activities of all those interested in history can work together. It already has a website for school groups visiting the district, including pointing out less well known places outside the city centre. CHiP hopes more local groups and societies will join them to provide joined-up activities like the exhibition in Wickham.
