Public Notices are on the move

Mid Hants ObserverFrom Thursday 25 February 2010, the City Council's weekly Public Notices will appear in the Mid Hampshire Observer. The Council has negotiated a new contract with the Observer which will achieve significant savings over the next three years. The City Council's weekly Public Notices will no longer appear in the Hampshire Chronicle.

The Mid Hampshire Observer is delivered free to many homes and is available from various newsagents, post offices, supermarkets, and other outlets across the whole District. To find out more about the newspaper or to read it online, visit www.hantsdirect.com

Winchester leads the way towards a low carbon society

20:12 logoMajor organisations in the Winchester District have pledged to reduce their carbon footprints in a pioneering local declaration on climate change. Winchester District Strategic Partnership (WDSP) has been working with Winchester Action on Climate Change (WinACC) on 20:12, the campaign to cut the carbon footprint of Winchester by 20% by the end of 2012.

The Winchester Declaration on Climate Change gives organisations of all types, including businesses, charities and the public sector, the opportunity to pledge to reduce their carbon emissions by 20% between 2009 and 2012. The first wave of organisations to sign up include Winchester City Council, The University of Winchester, Winchester College, Winchester Area Community Action and DC Leisure. Winchester and Eastleigh HealthCare Trust is already working on an NHS scheme for carbon footprint reduction, but it has the same goals as the Winchester Declaration so the Trust has also signed up.

Organisations agreeing to sign up will publish a plan for reducing their carbon footprints by 20 percent by 2012, sign up to at least one low carbon campaign, and support their staff in reducing their own personal carbon footprints.

Carbon reduction grants are available to Parish Councils and Community organisations from Winchester City Council which could help towards their 20% target. For more information see grants article below.


Small Grants Schemes 2010/2011

CoinsThe Winchester City Council 2010/2011 Small Grant Scheme is now open for applications.

A budget of £18,000 will be available for Bio-Diversity, Carbon Reduction, Community Chest, Community Planning, and Twinning activities/projects during 2010-2011.

Grants of up to £500 are available to not-for-profit voluntary organisations, community groups, or registered charities which run activities or projects that fall within one of the following five themes:

  • Health and Wellbeing
  • Safer and Stronger Communities
  • Economic Prosperity
  • High Quality Environment
  • Inclusive Society

All activities/projects must be for the benefit of residents within the Winchester District

There will be three rounds of grant awards with the following closing dates:

  • 3 March, 2010 (for activities taking place after 14 April, 2010)
  • 2 June, 2010 (for activities taking place after 14 July, 2010)
  • 6 October, 2010 (for activities taking place after 17 October, 2010)

Grants for Country Paths

If you know of a stretch of footpath in your parish that could do with improvement, don't forget the County Council's Countryside Access Forum Small Grants Scheme. Grants of up to £5k are available (max 50% of project costs) to help pay for structural enhancements such as surfacing, fencing and benches, and also for interpretation panels and leaflets in some cases. The scheme is only open to parish councils and landowners, and is mainly designed for rights of way but can be considered for permissive paths.

This is a popular source of funding and the budget has been increased for 2010/11 - so don't miss out. 
If you can find a little volunteer power in your parish to lead the project, you will be supported by the HCC countryside access team and everyone can enjoy the results of your efforts.

The County Council has additional funding available for replacing traditional stiles with more accessible kissing gates across the countryside. Love your Home Events -  Saturday 27 February

WinACC logoWinchester Action on Climate Change (WinACC) is working with groups all over the district to help local residents meet the target of a 20% cut in our carbon footprint by the end of 2012. Saturday 27 February brings free Love your Home events in six neighbourhoods to focus minds on what people can do locally to help reduce their carbon footprint. With issues from transport to local food, the events have something for everyone.

  • Alresford’s Low Carbon living Fair 1-5pm at Perin’s School will be opened by guest speaker Chris Packham and ends with climate change hustings for the prospective MPs. It offers environmental stalls and discussions, films about climate change and locally sourced refreshments. See www.alresfordgreening.org/
  • Bishops Waltham’s Are You Going My Way 12-2pm at Jubilee Hall, offers lift-share matching, an e-demonstration of dynamo bicycle power, feature lighting, food with the invitation to “taste the difference” and advice on fitting and using energy meters. See www.futureproofbw.org.uk/
  • Colden Common hosts Love Your Own Food 1-4pm at Colden Common School. This event seeks to promote the benefits of growing your own food, with useful help for the hobby grower to the small holder. Also included will be a mobile animal farm and face painting for the kids. See www.greeningcoldencommon.org.uk/
  • Fulflood’s Open GreenHouse 2-4.30pm on both Saturday and Sunday invites you to visit eight homes to see and ask questions about many energy efficiency measures such as roof, cavity wall and under-floor insulation, solar thermal panels, effective LED lighting, sun pipes and wood burning stoves.   • Oliver’s Battery Love Your Home 10-12pm at St Mark’s Church Hall tells you more about bulk insulation with vendors from a local insulation company and the Environment Centre. There will also be information about other grant schemes such as the Boiler Scrappage Scheme, as well as energy efficient products and the activities of the local greening group itself. See www.greening-ob.org.uk/
  • In Whiteley Al Menzies, the Parish Council's Climate Change Champion, is keen to meet like-minded people who would be interested in setting up a local Climate Change Group. All welcome to hear speakers from Climate Outreach Information Network and WinACC to discuss how best to form a local group to tackle climate change locally at Riverside Leisure Centre between 12-2pm. PUSH 4 Safer Homes - Making homes safe, warm and accessible

Stair LiftGrants and Loans totalling £7million are available across the Partnership for Urban South Hampshire (PUSH) area to make homes safer, warmer or more accessible.

Home Improvement Loans can be used for essential major home repairs. Winchester City Council already offers a Home Repairs Assistance Grant, operated by in touch Home Improvement Agency for those on benefits up to the value of £5,000. Now the Push 4 Safer Homes, Home Improvement Loan could help where the amount exceeds £5,000.

Accessible Home Loans could help disabled residents needing home adaptations not covered by other grants.

Both the Home Improvement and Accessible Home Loans are interest free, secured on the property, repaid when the property is passed on or sold. Home owners and private tenants receiving benefits may be able to apply for a Warm Front Grant and Warm Front Top-Up to improve insulation or heating, enabling older people, disabled people and families with young children to live in warm homes. 
 
Help for private Landlords to bring empty properties back into use in order to supply good quality, affordable, accommodation to help meet local housing needs is also available, the Landlord / Empty Home Loan is not interest free.

Wheels to Work for Young People

Hampshire County and Winchester City Councils have introduced 'Wheels to Work', a moped loan scheme that aims to give 16-25 year olds the means to get to work, vocational training courses or interviews. The scheme is aimed at helping those who live in areas that have limited public transport options, cannot afford their own car and have no other transport options to turn to.
The fully taxed and insured 50cc mopeds can be loaned for any period of time between three and 12 months. A fleet of 12 mopeds is available to cover the district, at a hire charge of £12 per week. In the interest of safety, all users will have to complete compulsory basic training, and will be given a high visibility jacket, gloves and helmet - all of which are provided under the scheme.
