District Development Framework
The
Core Strategy
This
will set out the vision, strategic objectives, spatial development strategy
and core policies for planning in the District up to 2026. It will need to
link-up with the Regional Spatial Strategy (RSS) - the South East plan which
specifies the amount of housing to be provided in each District in the Region
in the period 2006- 2026.
What have we done so far?
Last
year, a series of Issues and Options exploring the challenges that will have
to be addressed over the next 20 years was published for consultation. The
focus of the Issues and Options paper was to examine matters where there were
genuine, realistic alternatives, and where the options were in general
conformity with the South East Plan.
The Preferred option
This has been prepared following extensive public and stakeholder
consultation during 2007/8 and takes forward key issues which are important
to the District. The preferred option Core Strategy contains both the
development strategy for the District over the next 20 years together with a
range of policies to deliver the strategy.
The document will be subject to a consultation period during May - June 2009
(details to be arranged) which will provide an opportunity for both the
community and stakeholders to comment on the draft policies.

22nd April 2009: agreement by
Winchester City Council of Core Strategy Preferred Option for consultation
purposes - (7pm Conference Chamber, Guildhall, Winchester)
May - June: public consultation
on Core Strategy Preferred Option.

Small
Grants Scheme
Winchester City Council's Small Grant Scheme
2009/2010 is now open for applications.
Nearly £20,000 worth of grants will be available for Bio-Diversity, Carbon
Reduction, Community Chest, Community Planning, and Twinning
activities/projects during 2009-2010.
Grants of up to £500 are available to not-for-profit voluntary organisations,
community groups, or registered charities which run activities or projects
and meet one of five specified themes. All activities/projects must be for
the benefit of residents within the Winchester District.
There will be three rounds of grant awards with the following closing dates:
11 March 2009 (for activities taking place after 22 April 2009)
24 June 2009 (for activities taking place after 5 August 2009)
21 October 2009 (for any activities/projects taking place after 2 December
2009)

It's Ok to Play
Thanks
to the money awarded by The Big Lottery Fund, Winchester City Council is
working with the Forestry Commission and other key partners to deliver the
project "It's OK to Play". New bespoke natural play sites will be
developed at four Forestry Commission sites around the District - West Walk,
West Wood, Creech Wood and Micheldever Wood. A new Play Outreach Worker has
also been appointed.
The first site to be developed is West Walk, which is close to Wickham and
Swanmore. Consultation has started with children and young people close to
this site to ensure that the facilities provided meet their needs. Following
a weeks worth of assemblies in Swanmore College of Technology, a group of
young people have expressed an interest in getting involved in actually
designing the site.
Young people's views are being sought on what they would like to see and use

Put yourself in the picture
City Space at
Winchester Discovery Centre will be hosting the popular annual Mayor's Choice
exhibition from 14 February until 22 March 2009. The Mayor of Winchester,
Councillor Michael Read, has chosen some pictures from the art collection
cared for by Winchester City Council's museums service.
This year's theme is 'Around the District', which offers the chance to
explore the wider Winchester District, and provides the opportunity to see
some excellent pictures that are rarely seen. There will also be a selection
of interesting objects that have been found, used and made in the district,
including decorative Victorian pottery made in Bishop's Waltham, a
prehistoric stone axe from Twyford and a complete Anglo Saxon pot from Itchen
Abbas.
To keep with the theme of being out and about in the district, visitors will
be encouraged to go out and see some of the buildings and views depicted in
the paintings. The Winchester group of the Ramblers' Association is offering
walks throughout the district. Self-guided walking and cycling tours will
also be available at City Space, featuring the countryside, villages and
historic churches around the Itchen and Meon Valleys and the Alresford area.
Families can draw their own inspiration from the exhibition by coming along
to a free Drop in and Draw art activity on Monday 16 February, 10am-4pm,
where they can create their own landscape to take away or leave on display.
The Mayor of Winchester said: "Winchester City Council has a large
collection of images of the district, showing how generations of artists have
been inspired by the beauty of the area. I hope the pictures in this
exhibition will inspire people to visit and enjoy the local countryside for
themselves."

Caring
for our historic environment
Among the many features that make our parishes so distinctive are the fine
buildings, archaeological sites, monuments, trees and great views. The
Council already works with residents to protect these features, often through
the planning legislation that led to the designation of 37 conservation areas
across the district since the 1970s.
Conservation areas enjoy a special level of protection which can be
strengthened by the production of full 'character appraisals' which clearly
set out the special qualities of an area. So a long-term programme of work is
now being undertaken by our historic environment team to conduct appraisals
for every conservation area. We are involving local people in researching,
recording and refining up to date character appraisals and supporting
management plans for all 37.
Next on the list is Crawley, where a public meeting will take place on Monday
20 April at 7.30pm in the village hall. Views will also be gathered via
questionnaires and e-surveys, and through close working with the parish
council.
