Referendum, District and Parish Council Elections

Make sure you don't lose your right to vote and can have your say
on important matters that affect our daily lives.
Thursday 5 May 2011 is the date for the Referendum, District and
Parish Council elections.
Referendum The
Referendum will be seeking a Yes/No answer to a question about the
future of the Parliamentary Voting System. In addition, 19 City
Council seats and 19 Parish Councils will be up for election.
City Council Seats The City Council seats up
for election are in the following Wards - Bishops Waltham; Colden
Common & Twyford; Compton & Otterbourne; Denmead; Itchen
Valley; Littleton & Harestock; Owslebury & Curdridge; St
Barnabas; St Bartholomew; St John & All Saints; St Luke; St
Michael; St Paul; Swanmore and Newtown; The Alresfords; Upper Meon
Valley; Whiteley; Wickham; Wonston & Micheldever.
Parish Council elections The Parish Councils
up for election are as follows:- Bishops Waltham; Corhampton &
Meonstoke; Denmead; Durley; Hursley; Itchen Stoke & Ovington;
Itchen Valley; Littleton & Harestock; New Alresford Town;
Northington; Otterbourne; South Wonston; Swanmore; Twyford; Upham;
West Meon; Whiteley; Wickham; Wonston.
Register to vote Anyone who is not currently
registered to vote needs to apply by Thursday 14 April 2011.
To be eligible to register you need to be:
- 16 or over (but you cannot vote until your 18th birthday)
- British or Commonwealth citizens
- Citizens of the Irish Republic
- or Citizens of other European Union (EU) countries (but note
that EU Citizens cannot vote in the Referendum but can vote in
local elections on May 5).
For more information on voting and to download a voter
registration form, go to the Elections
section on the City Council website or call the Electoral
Services Helpline on 01962 848154. Registering to vote does not mean
you have to, it just means you can if you want to.
Applications for postal
votes or changes to existing proxies must be received at the
City Council offices by 5pm on Thursday 14 April 2011 and
applications for new proxy votes (not postal proxies) by 5pm on
Thursday 21 April 2011.
Applications for proxies on grounds of a medical emergency can be
made up to 5pm on polling day.
Standing as a Candidate If you want a greater
involvement in local matters, why not consider standing as a
candidate at the local elections. Nomination papers are
available from Electoral Services now and have to be returned by
noon on Monday 4 April 2011. The Electoral Services Helpline (01962
848 154) will be pleased to give you more information.
Count Details The counts for all elections
will be held at the Guildhall, Winchester as follows:
- Verification stage for all elections - Thursday 5 May from
10pm
- Final Count stage for City Council elections - Friday 6 May
from 10.30am
- Final Count stage for the Referendum - Friday 6 May from 4pm
- Final Count stage for Parish Council elections - Saturday 7
May from 10.30am
All results will be available once declared on the City Council
website www.winchester.gov.uk

The Government is committed to equality for disabled people and
to introduce extra support for disabled people who want to be
elected to public office. They want to hear your views and have
launched a consultation which runs until 11 May 2011. You can

| Fieldfare LEADER project grants |
|
The Fieldfare LEADER area includes the whole of the local
authority districts of Winchester and East Hampshire, excluding the
urban areas of Winchester City, Petersfield, Alton, Whitehill-Bordon
and Horndean.
They pride themselves in the support that we offer to potential
applicants, and are the only Local Action Group in the South
East area that provides this type of support and this means that
more farmers and businesses in Winchester and East Hampshire have
been able to access LEADER funding than elsewhere in Hampshire.
Regular open events are held to explain how the grant fund
works and to help people to prepare a LEADER grant funding
application.
The next workshops take place in Winchester on Thursday 31
March and Sunday 17 April.
These events are very popular and places need to be reserved in

By supporting eligible farmers, foresters, growers, small
businesses, tourism operators and the rural communities of East
Hampshire and Winchester, the project aims to:
- facilitate agricultural and forestry/woodland business
development and diversification
- support the regeneration of rural communities
- develop a quality rural tourism offer
- provide enterprise and skills development for small rural
businesses
- enhance the value of the physical environment
When is the grant available? Funding is
available throughout the year. The appraisal panel of local people
meets every six weeks. The project will run until December 2013.
What difference can Fieldfare
make? They can help:
- modernise and diversify farms
- add value to farming and forestry products
- improve woodlands and make them more accessible
- fund renewable energy projects
- purchase equipment
- improve your tourist accommodation or attraction
- preserve, protect and enhance the historic landscape and
buildings
- improve your village
The Fieldfare LEADER project since April 2009 has awarded
over £850k to 67 local projects. You can find out more about

Holler for hot-spots, not not-spots! Join our campaign for
faster broadband in the Winchester District |
|
Winchester City Council and the eHampshire Partnership are
seeking your views on access to broadband internet. A short survey
is available for all Winchester District residents and businesses,
to identify demand for better broadband. The survey asks about your
current broadband speed, your broadband needs, and how much you
would pay for better broadband. The evidence that is gathered will
be used to lobby those that provide internet infrastructure, to give
the Winchester District a better service.

Wheels to Work Moped Loan Scheme |
|
This scheme is designed for young people aged 16 to 25 who do not
have access to public or private transport to get them to work,
vocational training or interviews. If a young person lives or works
in a rural area where no transport is available, a moped can enable
them to get to work, work based training or interviews.
What do they get? - a 50cc moped/scooter, fully
taxed and insured with full breakdown and service cover. The scheme
also provides the hirer with a helmet, gloves and hi-vis vest.
The hirer must have a provisional (or full) license for
motorcycles and pass Compulsory Basic Training (CBT). If they
haven’t passed the CBT, the scheme will fund the training.
The cost to the hirer of a wheels to work moped is £15 per
week.

Hampshire Archives Trust
Why not become a member of Hampshire Archives Trust, which acts
as a support organisation for Hampshire Record Office and other
archive repositories in Hampshire, costs £10 a year, and members
receive a substantial newsletter (about 40-50 pages) twice a year
and have the chance to join in visits to places of historical
interest in Hampshire and beyond; this year visits are being
arranged to Ashe and Deane, the archives of the Royal Botanic
Gardens at Kew, and Tate Britain (including a chance to see archive
material relating to artists with Hampshire connections, such as the
war artist Paul Nash who had served in the Hampshire Regiment), as

Thursday 31 March 2011
- at 1.15pm come to a free lunchtime talk in Hampshire Record
Office, when Ian White will trace the story of census processes from
the Domesday Book to current technology – in half an hour! (no need
to book). Ian is a long-standing member of staff of the Office for
National Statistics, and has recently been in Albania assisting with
the census there; he has also recently written a history of the
census.
From 5 April to 28 June 2011 - An
exhibition in the foyer of Hampshire Record Office will celebrate
the centenary of the birth of local children's author and
illustrator Ursula Moray Williams. She is best known for Gobbolino
the Witch's Cat and Adventures of the Little Wooden Horse, and
although her strongest Hampshire links were with her childhood homes
at Petersfield and North Stoneham Park, she also had Winchester
connections, as she studied life drawing at Winchester School of Art
in the 1930s, and her parents lived in Christchurch Road, Edgar Road
and Southgate Street, Winchester in the 1940s.
In association with the exhibition, a
number of events have been arranged as below:

Colin Davison, the biographer of Ursula Moray Williams, will be
giving a free half-hour lunchtime lecture at the Record Office
entitled, ‘Through the Magic Door: the extraordinary life and work
of Ursula Moray Williams’ (no booking

| Youth of Winchester Quiz Night was a Success! |

The Youth of Winchester Quiz Night was held in the Winchester
Guildhall on the 4th March 2011. It was the second such event held
by the Youth of Winchester district youth council. The Quiz Night
was attended by around 40 young people aged between 12 and 19, as
well as some of the local councillors, who competed in the quiz and
socialised amongst their groups - encouraging them to converse with
each other.
Before the event, Phillipa Little, the
Chair of Youth of Winchester said that "one problem faced by young
people is our lack of involvement in local decisions: if we can
close this communication gap with events like the quiz, the other
important youth issues like transport will be better listened to".
The quiz consisted of nine rounds varying
from Local general knowledge to Country shapes and famous quotes.
There were 5 teams who competed in the quiz and it ended with one
winning team, two teams drawing in second place and the other two
teams drew in last place! Prizes were awarded to the Winners and the
two runner up teams as well as prizes for the "Best Hair"; "Loudest
Team"; "Best Team Work" and many more.
Youth of Winchester District Youth
Council hold meetings once a month to give a voice to issues
effecting young people. YoW is supported by both Winchester City
Council and Hampshire County Council. If you want to find out any
