December 2008  -  Winchester District Strategic Partnership Newsletter

Partnership Working - onwards and upwards!
An independent Improvement and Development Agency (IDeA) review of the WDSP has concluded that we are on the right track for delivery of our Community Strategy!

I&DeAIn their final presentation the review team said: "The reorganization of the LSP, the creation of the SOGs, and the energy and commitment generated has been a major step forward and provides a solid base for delivering the Sustainable Community Strategy and working within the LAA."

They highlighted the need for better communication in the partnership and the development of a better performance management system to help to know whether we are making a difference in the District. Further work in the New Year will be led by the WDSP Executive Group to help us address this.

Taking Action to Tackle Climate Change
Winchester Action on Climate Change (WinACC) - which is working to encourage, advise and persuade every Climate Changeindividual, household and organisation in Winchester district to measure and take steps to reduce their carbon footprints - has successfully launched its membership scheme. One of the first people to sign up for WinACC and publish his family's carbon footprint on the WinACC website was Simon Eden, Chief Executive of the City Council. WinACC is also working closely with the City Council and the WDSP to develop the High Quality Environment action plan for Winchester district. A major part of this plan will be a new Climate Change Action Plan which it is hoped will build on, update and replace the City Council's existing Climate Change plan.

A Helping Hand for Parish Plans
Winchester City Council and Hampshire County Council joined forces recently with East Hampshire District Council to help communities in the two districts progress their parish plans.

A total of eight parishes sent representatives to a surgery event, where they met with officers of the three councils and other LSP partner organisations such as ACE to take forward ideas and projects emerging from their parish plans. The event is part of the ongoing support for community-led plans from the WDSP and its individual partner organisations.

More details can be found on the City Council's website.

Launch of Pilot Alcohol Services

Hampshire Primary Care Trust (PCT) is launching pilot alcohol services across the County this month.

Alcohol is a factor in one in every 16 NHS hospital admissions and in 12% of all recorded crimes in Hampshire. It is also the single common factor in many of the policing and community safety problems faced by Hampshire's local councils and police service on a daily basis. Hampshire PCT is committed to working with its partners, such as Hampshire County Council, local authorities and Hampshire Police, to ensure new and better services are in place across the county to help people who misuse alcohol.

LSP Peer Review - Findings and Recommendations
In October, the Improvement and Development Agency (IDeA) were invited to undertake a peer review of the WDSP. This involved a review team of 5 talking to partners, looking at a self assessment written by the Executive Group and comparing our achievements to a national benchmark.

On the 6th November, the team came back to give a short presentation on their findings. You can download their slides here. They will also be sending us a written report which will be shared with the WDSP once it is finalised.
