LDF Bulletin
The Local Development Framework Core Strategy preparation is about to enter its next stage following an extremely high level of input from the local community, key stakeholders and Councillors.

Your responses
Ensuring that the 47,000 comments from 3000 responders which we received have been taken into account and acknowledged, has been a big task for our Strategic Planners. We have also been working hard to gather all the required evidence and site information for the next stage.

We have produced a detailed summary of the responses we had for each question in the Issues and Options questionnaire. Please be aware that if you sent in a letter or email your comments will have been summarised under the most relevant question. Please note that these are summaries of the main issues that were raised which are relevant to the Core Strategy and do not repeat all the comments we have received in full. Each respondent has been given a customer reference number and this is listed alongside the names and organisations.

Stakeholder meetings
A series of meetings were held in September with stakeholder organisations in 5 locations across the district, New Alresford, Bishops Waltham, Whiteley, Wickham and
Winchester. The meetings were an opportunity for a variety of topics to be discussed and the key points of each can be read on our website.

Next meetings
All this information is being presented to the Local Development Framework Cabinet Committee which will begin to draw up a preferred approach for the district based on all the evidence gathered.

At its latest meeting on October 21 the Committee discussed the vision for the Core Strategy and also looked at the amended timetable for submitting all the documents to government. This has been agreed by LDF Cabinet as follows

Stage

Date

Preferred Options (Regulation 25 informal Consultation).

March/April 2009

Statutory Consultation (Regulation 27, 28, 29 consultation)

December 2009

Submission stage (notification Reg 30)

Mid 2010

This revised programme must be approved by government and will be submitted shortly.

The next meetings of the committee are being held on

  • November 12th 2008
  • December 16th 2008

Agendas and related documents will be available from our website www.winchester.gov.uk prior to each meeting.

Once a preferred approach has been established, members of the public will again have an opportunity to comment when all the information is pulled together in a preferred options document. We will keep you informed of the publication of the Preferred options, which will be the main opportunity to influence the Council's draft before it is submitted to government.

Community Strategy
The Community Strategy is closely linked to the development of the LDF and is currently being refreshed. Look out for the new edition which will be available in November.

The percentages - what do they mean?
We have produced a version of the LDF questionnaire showing the percentages of responses received for each question e.g where there was a yes/no, agree/disagree type of response.

Gypsy and Traveller Sites Consultation
Having considered information gathered throughout Hampshire and other counties, SEERA is currently conducting a public consultation across the region, in order to obtain public reaction to a series of four 'options' for resolving the present accommodation shortages which have been highlighted throughout Hampshire and the rest of the south-east. The 'Somewhere to Live' consultation will run until
21 November 2008.
To respond to the consultation visit the SEERA website
