Core Strategy Update

Core Strategy - Preferred Option The last bulletin highlighted that comments received to the Core Strategy Preferred Option (which was published for consultation during May-July 2009), would be reported to a series of the Council’s LDF Cabinet Committee meetings.

This started in October 2009 with a report covering comments received on the first three chapters of the Core Strategy. These chapters set out the background to the District and the purpose of the Core Strategy. Copies of the report and minutes of that meeting can be viewed here

A further meeting was held on 15 December 2009, this examined comments received in relation to the Chapters covering the proposed spatial strategy (Chapter 4) and the strategies for both Winchester Town (Chapter 5) and the South Hampshire Urban Areas (Chapter 6), including the proposed allocation of strategic sites for housing and employment purposes. The remainder of the comments on all the proposed policies including the strategy for the Market Towns and Rural Area (Chapter 7), will be considered at the LDF Cabinet Committee to be held on 12 March, papers for this meeting will be available for viewing from 4 March.

After this the Core Strategy will be reviewed and updated taking into account many of the comments raised, revisions to Government guidance and advice received from the Planning Inspectorate during late 2009. At this stage no further meetings of the Council’s Cabinet (LDF) Committee have been arranged, but it will be necessary to agree the revised Core Strategy prior to formal publication in autumn 2010.

Core Strategy Revised Programme

Key documents to be prepared under the Local Development Framework are required to be set out in a Local Development Scheme (LDS), which is a three year project programme. The LDS is required to receive approval from Government Office for the South East (GOSE). The draft LDS was presented to the Council’s LDF Cabinet Committee in October 2009, prior to formal submission to GOSE for its consideration and approval.
The Council subsequently received a formal response from GOSE on behalf of the Secretary of State agreeing the revised scheme on 15 December 2009. The Council’s Cabinet Committee on 3 February officially agreed to ‘bring into effect’ the revised LDS, which can be viewed on the Council’s website - Local Development Scheme

Residential Car Parking Standards -Supplementary Planning Guidance

Car KeysFrom time to time the Council produces more detailed planning guidance on specific topics to supplement policies in the adopted local plan.

The requirement for revised residential parking standards arises from Planning Policy Statement 3 (PPS3), taking into account expected levels of car ownership, the importance of promoting good design and the need to use land efficiently.

Non-residential parking standards remain the responsibility of Hampshire County Council and are contained within the Hampshire Parking Strategy and Standards 2002.

The revised standards were considered and adopted by the Councils LDF Cabinet Committee on 15 December following a period of consultation during Spring 2009, the document can be viewed on the City Council website.

Annual Monitoring Report 2009

As part of the Local Development Framework the Council is required to produce an Annual Monitoring Report (AMR), which is submitted to GOSE every December. This report provides monitoring details for a range of policies and includes topics such as housing and employment.
