Plans for Places….after Blueprint was published
for consultation for 6 weeks from 27 June to 8 August, and over 1000
comments were received from 200 respondents. All comments are in the
process of being uploaded onto the Council website and can be viewed in
full at www.winchester.gov.uk/plans4places *

The bulk of those responses are being
reported to the Council’s LDF Cabinet Committee on 28 September - click on the link to view the

A key element not
included in the report are the responses received relating to the
development strategy for Winchester Town, this is due to the fact that the
Council is still awaiting a decision from the Secretary of State regarding
the planning application for residential development at Barton Farm,
Winchester. The public inquiry into the refusal of planning permission was
heard earlier this year and the Council was advised that it would receive
a decision on or before 18 August 2011. A decision has yet to be received,
this is obviously fundamental to inform the proposed development strategy
for Winchester itself. Any updates received will be posted on the
Council’s website.
In the meantime the intention is that the
final draft of the Core Strategy will be presented to the Council’s LDF
Cabinet in November for agreement, this may change depending on the timing
and outcome of the Barton Farm decision.

Economic Study
The Core Strategy requires an up to date
evidence base to support its policies. The economic studies and evidence
base which have to date assisted in developing the Core Strategy have
pre-dated the recent recession, and changes in economic and planning
policy introduced by the Coalition Government.
To remedy this,
the Council commissioned consultants DTZ to undertake a review of the
employment prospects in the District, together with an assessment of the
employment land requirements. This was then assessed against the likely
changes in population and used to verify the Council’s population and
housing projections to ensure it provides adequate housing to deliver
sustainable economic growth.
The review concludes that growth in
employment is expected to be slower than previously forecast; the main
generator of employment growth is likely to be the business services
sector (including knowledge-based/creative industries). However the Review
endorsed the Council’s proposed housing provision of an additional 11,000
dwellings during the period 2011-2031.

National Planning Policy Framework Consultation
The Government is currently consulting on its
revisions to the planning system – there has been much press coverage as
to the content and implications for planning. If you wish to comment the
consultation period closes on 17 October 2011 and the document and forms
