Progress so far...
A progress report outlining the emerging trends from the Local Development
Framework 'Issues and Options' consultation has now been published (see right
hand column for more details)
South East Plan Figures
The Government has just announced increases in the
required housing numbers for Winchester district, as part of its South East Plan Review.
Winchester is now required to provide12,740 homes over the next 20 years, an
increase of 500 from the Panel Report figure, and an increase of 2,300 from
the original 2006 Draft Plan.
Winchester District falls under the remit of the South
East Plan which is a new type of planning document, setting out a vision
for the future of the South East region to 2026. It outlines how we need to
respond to challenges facing the region such as housing, the economy, transport and protecting the environment. Its aim is to
ensure that the South East remains economically successful and an attractive
place to live for future generations.

Changes to Guidance
In June, the Government published Planning Policy Statement (PPS) 12,
containing revised guidance for Local Development Frameworks, called
"Local Spatial Planning". This gives less detailed advice than
previously regarding the form, content and process of preparing LDFs.
Of immediate interest for the Winchester Core Strategy is that the 'preferred
options' stage which was to be the next key consultation requirement, has
been removed from the legislative requirements.
It has been replaced by a 'production and preparation' phase which
includes 'informal consultation through engagement with stakeholders, an
adequate evidence base and consideration of alternatives', with consultation
being proportionate to the document being produced.
The 'Preferred Options' document will be considered by the Council's LDF
committee during Autumn 2008 and will include these elements to
meet the new guidance and regulations.
The programme for producing the LDF Core Strategy has been delayed for
various reasons, including uncertainty about the procedure which would need
to be followed. The implications of PPS12 on the Core Strategy have been

LDF Committee.

Strategic Housing Land Availability Assessment (SHLAA)
This is a key part of the evidence base for the LDF which will
estimate the amount of land which is available for housing within the
boundaries of our towns and larger villages over the next 20 years.
For a site to be available ('deliverable and developable') there must be
a reasonable prospect that the landowner will develop the site within
the next 20 years, and that it is suitable for housing.
The results of the SHLAA will be influential in determining how much housing
could be built under current policies and the amount of additional land that
needs to be allocated through the LDF.
An interim report of this study was presented at the LDF Cabinet last
Tuesday, which sets out how we will identify sites. Work is underway and it
is intended that the final SHLAA will be available later in the year.

The Council's Cabinet (LDF) Committee recently adopted the Oliver's Battery
and Otterbourne Village Design Statements as
Supplementary Planning Documents, following public consultation.

Workshop report
During January 2008, seven workshops were held across the District which
attracted over 1,000 people and raised a variety of issues.

3,000 responses - analysis so far
Following the consultation period for the Issues and Options paper we
received some 3,000 responses.
We now have some initial results, although it must be stressed that all
responses require further analysis and testing.
Some responses favour growth, whereas others are more restrained. In any
event there is a significant amount of work to be done before moving
forward to the next stage of the Core Strategy.
This will need to be based on a balanced judgement, taking into account
this feedback and the technical evidence, alongside results from the
Sustainability Appraisal.

The percentages - what do they mean?
We have produced an LDF questionnaire showing the percentages of
responses received for each question e.g
where there was a yes/no, agree/disagree type of response.

PLEASE NOTE:
These initial results should not be considered as a
vote. They may be influenced by large numbers of responses not
necessarily from the locations concerned.
Many people also made more detailed
responses, which are still being analysed.

What happens next?
It
is intended that the next stage of the Core Strategy will be
considered during Autumn 2008.
