Councillor Code of Conduct - Complaints Process
If you want to complain about the conduct of a member of Winchester City Council or a member of one of our parish or town councils, you must submit your complaint to the City Council's Monitoring Officer, Stephen Whetnall. If you have a more general complaint about the work of the Council, please use the Corporate Complaints Procedure by clicking on the link at the side of this page.
The Standards (Assessment) Sub-Committee can only deal with complaints about the behaviour of a member. It will not deal with complaints about things that are not covered by the members' Code of Conduct. If you make a complaint to the Sub-Committee it must be about why you think a member has not followed the Code of Conduct.
If you make a complaint to the Committee, it must be about why you think a Councillor has not followed the Code of Conduct. Examples of this could include:
- Unlawfully discriminating against someone
- Failing to declare a personal/prejudicial interest
- Bullying
- Failing to treat people with respect
- Using their position improperly, to their own or someone else
's advantage
From 8 May 2008 the responsibility for considering complaints that a Member may have breached the Code of Conduct moved to the standards committees of local authorities (rather than being dealt with by the Standards Board).
