Steve Tilbury - Director of Operations

The Operations Group is overseen by the Director Steve Tilbury. This group includes Building Control, Access and Infrastructure, Cultural Services, Customer Services, Landlord Services, Environment and Planning Control divisions.

The Planning Control Division which is led by Fiona Tebbutt has responsibility for the processing of planning applications, appeals and enforcement.

The Access and Infrastructure Division deals with a diverse range of technical aspects of the Council's work. The Division deals with traffic management in the Winchester district under agency agreement with Hampshire County Council as well as advising on transportation planning matters for local transport plans and major developments. It deals with land drainage issues, manages the Council's sewage treatment works and also carries out project design, implementation and construction management for a wide range of internal and external clients.

The division also encompasses the Parking Service which is managed from the Parking Office in Middle Brook Street. The Council operates thirty off-street car parks, including Park and Ride, and enforces on-street parking regulations (yellow lines) throughout the district. This section is also responsible for Town Centre CCTV.

The Building Control Division has responsibility for checking that all construction work throughout the district complies with Building Regulations. The department also has responsibility for various related matters including dealing with dangerous structures. The division is managed Chris Griffiths-Jones, Head of Building Control.

The Cultural Services Division is responsible for the City Museum, the Westagte, the Guildhall Gallery and the Historic Resources Centre as well as collecting, preserving, exhibiting and interpreting evidence which contributes to our understanding of the district's past. The Division also works to develop tourism in the district with its responsibilities are the Tourist Information Centre, the Guidlhall and a Marketing unit, which promotes the district in the UK and abroad. Additionally the division is responsible for Arts Development including the implementation of an Arts Strategy.

The Environmental Health functions cover matters relating to food hygiene and safety, health and safety, pest control, renovation grants and general advice on the fitness of private sector housing, pollution control, health education, recycling and control of dogs. Environmental Health staff also specify the work required for cleansing, refuse collection and grounds maintenance contracts and monitor the performance of the contractor(s) who provide these services.

The Housing staff are responsible for the management and maintenance of the Council's housing stock, providing advice and assistance to those who are homeless and the maintenance of other non-housing, Council owned property. The Housing Service also works in liaison with other bodies to increase the amount of low cost housing and rented accommodation available to meet the district's needs.

The Community Development staff deal with issues such as Community Safety, Sports and Recreation, developing play areas and opportunities for the City's children, and supervising and monitoring the management contract at the River Park Leisure Centre as well as promoting sport in the district by way of Sports Development.
