Senior Managers’ Remuneration


As part of our commitment to transparency, the City Council is publishing details of the pay and rewards of its most senior members of staff.

Financial Year 2009/10

The table below shows payments made to the three members of the Council's Corporate Management Team for the financial year 2009/10.

The City Council provides over 40 different services to Winchester district's population of 112,000 people in 45,000 households - see the A-Z of Services on our website. These range from managing 5,000 Council houses, street cleansing and refuse collection to licensing of taxis, inspection of food premises and managing cemeteries. Independent inspections have shown that nearly half of the services we provide are amongst the best in the country, and we publish details of how we perform annually.

The Council's total turnover is £70 million per year, and we are required to comply with a wider range of regulatory requirements to ensure we are managing and spending public money properly. Our accounts are independently audited and published annually.

The Corporate Management Team has overall responsibility for the day to day running of the Council. They must ensure Winchester City Council is efficient and effective in all we do, complies with a wide range of statutory requirements and provides the highest standards of customer service. Recruitment to each of these senior posts is by open competition, and the salary is set by the Council's Elected Members on the basis of recommendations made by an independent panel. That panel will look at the responsibilities each post has and what those in similar roles are paid across the Country.

The table also includes the contributions the Council makes to the Local Government Pension Scheme for each individual. The employee also contributes up to 7.5% of their salary to the Pension Scheme.

Stephen Whetnall also acts as Returning Officer for the district, with the responsibility for running local and national elections. Fees for that work are paid separately, and shown in the final column.

NB - Bob Merrett was the City Council's Corporate Director (Policy) until July 2010, when he took redundancy. His salary for 2009/10 was £79,000, with the Employer's pension contribution of £14,000 and Taxable Benefits of £3,000. On departure Mr Merrett received a 'loss of office' payment of £72,000 in line with the Council's redundancy policies.
