Consultation Panel

Winchester City Council is establishing a consultation panel to help when consulting about Council initiatives, activities and various proposals. Go to the consultation e-panel page for more information.

Current Consultations:

Parliamentary Constituencies Consultation
Summary: The Boundary Commission for England is an independent and impartial public body, which reviews all Parliamentary constituency boundaries in England every five years. The current review - which must report to Parliament by 2013 - is being carried out under new rules laid down in the Parliamentary Voting System and Constituencies Act 2011
The new rules mean there will be substantial changes to Parliamentary constituencies in England. These include: reducing the total number of constituencies from 533 to 502; and making sure that each constituency contains a similar number of registered electors.

Recent Consultations:

Stanmore HMO
Summary: In the Stanmore area there are a number of Houses in Multiple Occupation (HMOs), these have the potential to cause problems to occupiers or the public. The City Council are considering adopting additional powers to licence these premises. The purpose of this consultation is to seek your views about this proposal.

Polling Districts and Polling Places Review
Summary: To comply with the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006, every council in England and Wales must undertake a review of all of the polling districts and polling places in its area by 31 December 2011 with our review formally starting on Friday 5 August 2011. Views on the current arrangements are invited from electors, Councillors, Parishes and local community groups with the Winchester and Meon Valley Parliamentary Constituencies.

Plans for Places...after Blueprint
Summary:
Winchester City Council has launched the next stage of consultation about what development we should plan for over the next 20 years as part of the development of the Core Strategy.
Following the Blueprint exercise, where communities from across the District told us how they wanted housing, employment and community facilities to be provided in their areas, Plans for Places is our response and suggests how this should be translated into a development strategy for the Winchester District up to 2031.

Active Communities Survey
Summary: Winchester City Council, as part of its Active Communities change plan, is undertaking a survey to obtain the views of Winchester Residents and people who work here on a number of services that affect local people. We would like to know what you think about Crime and Anti Social Behaviour, Health and Well Being, and Winchester Celebrations for London 2012 Olympics and Paralympic Games. Your response to the survey will help us to identify community priorities, shape how resources are used to deliver local services and feed in to the annual crime and disorder review.

Hackney Carriage and Private Hire conditions of licenses
Summary: This consultation relates to the conditions of licence for hackney carriage and/or private hire drivers, hackney carriage vehicles, private hire vehicles and private hire operators.
Closing Date: Monday 28 February 2011

Sex Establishment Licensing Policy
Summary: The Council wishes to invite comments on its draft Sex Establishment Licensing Policy which sets out the principles and procedure to be applied by the Council in determining any application for a sex establishment licence. The Policy is available here - Sex Establishment Licensing Policy. Any person wishing to comment on the draft Policy may do so in writing to: Licensing Section, Winchester City Council, City Offices, Colebrook Street, Winchester, SO23 9LJ or by email to: licensing@winchester.gov.uk.
Closing Date: Representations should arrive no later than 7 January 2011.

Infrastructure Study (draft)
Summary: The draft Infrastructure Study sets out in broad terms the range of social and physical infrastructure that might be required to support development proposals contained within the Core Strategy of the emerging Winchester District Local Development Framework (LDF). It is important piece of supporting evidence for dialogue with the local community and service providers to identify what social and physical infrastructure the district may require over the next 15 years.

Consultation on the Draft Littleton Village Design Statement
Summary: Winchester City Council and the Littleton & Harestock Parish Council have published a draft 'Village Design Statement' for Littleton. When the document is adopted it will provide design guidance for development in Littleton and will supplement the Winchester District Local Plan.
Deadline: 5.00pm on Friday 4th December 2009

Preferred Option Consultation
Summary: The Preferred Option sets out for the first time the complete Core Strategy, including the detailed wording of policies and proposals, and the allocation of key sites across the District for development over the next twenty years.

2012 Survey - How will you live your dream?
Summary:
We want Winchester to make the most of the 2012 London Games. There are already some inspiring local projects underway including the opening of the £3.5million sports stadium in Bar End. What do you want to achieve in the district over the coming four years?

BT consultation on removal of 43 phone boxes in Winchester District
Summary:
Winchester City Council will be compiling responses from the community and sending them to BT before the consultation ends in September.
An online survey will be available to complete naming each of the 43 phone boxes and giving space for comments.

Winchester Town Access Plan
Summary:
Have your say about access in and around the town and find out about the High Street refurbishment. We are working with Hampshire County Council to develop an Access Plan for Winchester. The plan will be aimed at shaping the way we move in and around the town and at making the best use of the highways and public spaces.

Local Development Framework (LDF) Core strategy
Summary: The Core Strategy will set out the strategic planning framework for the District. All other Local Development Framework policy documents will build on the principles it contains and must comply with it. The consultation document outlines some issues and options for the district and asks for comments.

Oliver's Battery Draft Village Design Statement
A Village Design Statement for Oliver's Battery has been produced with assistance from Oliver's Battery Parish Council, Winchester City Council, Hampshire County Council and Atkins Consultancy.
Comments on the document were welcome until Thursday 20th December 2007.

Evening Economy Framework
Winchester City Council is developing a framework to boost the evening economy of the city centre. There is a recognised lull in activity between and , after workers leave for home and before others arrive to enjoy an evening out. This finished at the end of November 2007

The Statement of Community Involvement (SCI) was adopted on 25th January 2007. It sets out the Council's policy for engaging the community on the different types of documents in the Local Development Framework and also major planning applications.
