Interim Policy Aspirations


In January 2011, Winchester City Council adopted Interim Policy Aspirations to cover the following key issues:

  • Spatial policy areas;
  • Climate change/sustainability aspirations;
  • Affordable housing/housing mix aspirations.

The 'Interim Policy Aspirations' were adopted to clarify the Councils' policy aspirations for these key policy areas. Changes in the development plan system had delayed the Core Strategy and Development Management and Allocations DPD and some of the Local Plan's 'saved'1 policies were aging; this necessitated the need for the 'Interim Policy Aspirations'.

The Interim Policy Aspirations were adopted by full Council as non-statutory policies on 12 Jan 2011 (further background is provided in a report to the Cabinet (LDF) Committee on 6th Oct 2010 CAB2064(LDF)).

The Interim Policy Aspirations are set out below and will be a material planning consideration when the Council determines planning applications. They are relevant to planning issues, have been formulated to address planning concerns and take account of evidence and consultation undertaken for the LDF. The Council has produced further guidance in relation to the Climate Change/Sustainability Aspirations of the Interim Policies Sustainable Buildings Guidance for Planning Applications

The Council's Local Plan Part 1 - Joint Core Strategy is progressing towards adoption and is also a material planning consideration, which will increase in weight as it approaches adoption. The Local Plan Part 1 develops the Interim Policy Aspirations and represents a more up-to-date expression of the Council's planning policy aspirations for the District.

Interim Policy Aspirations

Spatial Policy Areas

The following three spatial areas have been agreed as a basis for spatial planning through the LDF and other relevant work (see LDF Core Strategy (Preferred Option) 'Spatial Areas' map, Preferred Option document page 29):

  • Winchester Town
  • The South Hampshire urban areas
  • The Market towns and the rural area

Climate Change/Sustainability Aspirations

The agreed general aspirations are:

  • That new residential developments achieve Code for Sustainable Homes Level 5 for energy and water efficiency, but allowing for up to 30% of regulated emissions to be provided off-site or through a financial contribution;
  • That new non-residential developments achieve at least the BREEAM 'Very Good' standard, and 'Excellent' from 2012;
  • That new developments maximise energy efficiency by ensuring the highest standard of building envelope, to minimise the need for energy use;
  • That the Council is supportive of schemes for the generation of renewable and decentralised energy.

Affordable Housing/Housing Mix Aspirations

The agreed policy aspirations are:

  • That new residential development (including affordable housing) should provide a range of dwelling types and sizes, particularly 2 and 3 bedroom family houses, in response to local circumstances in particular parts of the District;
  • That all new residential development should provide 40% of dwellings as affordable housing, of which 70% should normally be for social rent;
  • That affordable housing provision should be made on-site, except for sites of under 5 dwellings in total where a financial contribution to off-site provision will be accepted.

1 The revocation of the South East Plan means that the statutory development plan now consists only of the 'saved' policies of the 2006 Winchester District Local Plan Review.
