Application documents are made available on this website for information purposes. Whilst we make every effort to provide an up to date service, the ability to view documents on-line is not part of the statutory process for consultation or notification of planning applications and the consideration of applications is not dependent upon access to information being available via the internet.

Planning application information submitted to the Council is protected by the Copyright Acts (Section 47, 1988 Act). You may only use material which is downloaded and/or printed for consultation purposes, to compare current applications with previous schemes and to check whether developments have been completed in accordance with approved plans. Further copies must not be made without the prior permission of the copyright owner.

Paper copies of documents submitted with an application are viewable in the Customer Service Centre by arrangement, giving three clear working days notice. Please telephone Customer Services on 01962 840222 or email planprint@winchester.gov.uk quoting the application reference number. The Customer Service Centre is at City Offices, Colebrook Street, Winchester, SO23 9LJ and is open Monday-Thursday 08:30-17:00, Friday 08:30-16:30. Parish councils receive a copy of each application received and it may be possible for interested parties to view an application at the relevant parish office. Please contact the parish clerk concerned to see whether applications are made available for inspection.
Electronic comments on applications are encouraged and can be submitted direct on-line or emailed to planning@winchester.gov.uk - an automated emailed acknowledgement will be sent. Letters of representation may be sent to Planning Administration at the above address - please ensure the case number is clearly quoted. Letters will not be acknowledged.
Please Note:
Representations will be made available on this website; however a delay of five to ten working days between the date of receipt, and comments being available on-line, is normal to allow for all internal processes to be completed. In busy periods, or in the case of large applications, this can take longer. Occasionally the Council receives very large batches of identical representations, albeit from different individuals, in relation to an application. In these circumstances they will be treated and counted as individual representations in the usual way. However, for the purposes of the website, they may be grouped together with descriptive titles along with details of the numbers received rather than being individually displayed. The Case Officer has access to all comments as soon as received, irrespective of timing or method of web publication. Please be aware that, for the purposes of dealing with planning applications, a petition is treated as one representation regardless of the number of signatures.
Representations and application documents are edited to remove signatures, personal phone numbers and personal email addresses before being published on the website.

Details about previous planning applications are provided from 1998 onwards, and the planning history is therefore incomplete. Anyone wishing to obtain planning information for the purpose of property transactions is advised to carry out a local land charges search through the City Council's Local Land Charges Section or the National Land Information Service (NLIS) ( www.nlis.org.uk ) using one of the official Licensed Channels.
