Strategic Development Area (SDA) North/North East of Hedge End


The strategy for South Hampshire which has been produced by the Partnership for Urban South Hampshire (PUSH) includes a Strategic Development Area (SDA) to the north/north east of Hedge End.

The boundaries of the SDA have not yet been defined, but it will be predominantly in Eastleigh Borough, although the area of search extends partly into Winchester District.

The SDA would be a distinct new community - comprising up to 6,000 new homes, substantial new employment development, all the necessary education, health, shopping, open space and other community support facilities.

The objective is to ensure that it would be potentially self-contained for the community's day-to-day needs, sustainable, and would reduce travel needs. The SDA must also have effective transport links to Southampton.

The SDA proposal is included within the South East Plan. This Plan has had an 'Examination in Public' (EIP) and the EIP Panel's Report has been published. The Panel supported the SDA proposal and identified the need for close working between Winchester City Council and Eastleigh Borough Council, given that the location includes land in Eastleigh and Winchester Districts, and this is the intention of the two Districts.

The Secretary of State has recently published Proposed Changes to the South East Plan, following the EIP Panel Report. She endorsed the SDA and proposed a series of 'critical success factors' which it should achieve.

The Proposed Changes are published for consultation until 24 October 2008.
