Alcohol and Entertainment Licensing

The Licensing Act 2003 came into effect in November 2005, requiring anyone selling or supplying alcohol, or providing regulated entertainment or late night refreshment to hold a premises licence or club premises certificate.

Also, anyone authorising alcohol sales must hold a personal licence. Application forms and guidance notes are available from these pages.

The Licensing Act 2003 provides a new system for the licensing of the sale or supply of alcohol, regulated entertainment and late night refreshment with effect from 24th November 2005.

The Government's Department for Culture, Media and Sport (DCMS), which has responsibility for this legislation, has an extensive website, for which the link can be found on the right of this page.

Licensing Policy and Fees

Representations to Licensing Act 2003 Applications

Representations can be made for or against applications for a premises licence or club premises certificate by anyone who lives or has a business in the vicinity of the premises, or is a responsible authority.

Gambling Act 2005

Under the Gambling Act 2005, the City Council is the Licensing Authority for gambling premises. The Council is required under the Act to update the Statement of Principles every three years. The next update will be prior to 31 January 2013.
