Valuation (NNDR)
You can visit the Valuation Office Agency website at www.voa.gov.uk, which has an interactive list of all the properties in Winchester. Please use this website if you have a large number of enquiries.
Are your property details incorrect?
If you feel that any other details about your property are wrong or missing, e.g. the description, rateable value, effective date etc, then you should write to the District Valuers Office giving them the correct details.
Want to change part of your address?
If you want to change the address of your property then the Council's Address Management Section must approve this change. They will inform us if they agree with you.
Please telephone the Address Management Technician on 01962 848 300 or email address@winchester.gov.uk
Disagree with your Rateable Value?
If you feel that your non-domestic property has the wrong rateable value you can contact the Valuation Office Agency for a form to 'propose' that the value be altered. However, you must continue to pay your business rates instalments whilst any appeal is being considered.
The ratepayer and certain others who have an interest in the property can appeal against the rateable value.
Further information on the grounds for appealing, how to appeal, and the outcome of successful appeals can be found on the Valuation Office Agency website at www.voa.gov.uk or contact them at the details provided below
There are special rules about backdating any change so do not delay if you disagree with your rateable value.
Do you need a Rating Advisor
Ratepayers do not have to be represented by a rating advisor in discussions about rateable values or rates bills. Appeals against rateable values are free of charge. See the Valuation Office Agency website www.voa.gov.uk for details. Or telephone the local office on 03000 504300 for free advice.
If you decide to be represented by a rating advisor we recommend you select the advisor through the following institutions, as their members have rules of professional conduct designed to protect you: -
RICS www.rics.org.uk
IRRV www.irrv.org.uk
Please also satisfy yourself that whoever you employ has the necessary knowledge and expertise as well as the appropriate indemnity insurance.
The advisor cannot guarantee you a reduction as the decision lies with the District Valuer (Tribunal or Court).
Remember - Not all reductions in rateable value will result in a refund as you may be subject to transitional arrangements
