Premises Licences
A premises licence is required for any premises where any of the following take place:
- sale of alcohol by retail
- regulated entertainment
- the provision of hot food or hot drink between 23:00 and 05:00 on any day
Regulated entertainment is defined as:
- a performance of a play
- an exhibition of a film
- an indoor sporting event
- a boxing or wrestling entertainment
- a performance of live music
- any playing of recorded music
- a performance of dance
- facilities for making music
- facilities for dancing
- anything similar to music or dancing

TRANSFER
A premises licence can be transfered to a new premises licence holder. A copy of the application must be submitted to the Police at:

How to Apply
To apply to transfer the premises licence you must complete the form below and foward to the licensing authority with the premises licence and summary enclosed. The consent must be included in the form and must be completed and signed by the current licence holder. The transfer comes into immediate effect as soon as the licensing authority recieves it, unless stated otherwise.
The fee of £23 must be included in the application. Please make all cheques payable to Winchester City Council. The application and consent can be found below.
VARY DESIGNATED PREMISES SUPERVISOR
An application can be made to vary the Designated Premises Supervisor (DPS). A copy of the application must be submitted to the Police at the above stated address.
How to Apply
To apply to vary the DPS you must complete the form below and forward to the licensing authority with the premises licence and summary enclosed. The application must be completed by the premises licence holder or agent on behalf of the licence holder. The consent must be included in the form and must be completed and signed by the proposed DPS. The variation comes into immediate effect as soon as the licensing authority receives it, unless stated otherwise.
The fee of £23 must be included in the application. Please make all cheques payable to Winchester City Council. The application and consent can be found below.
INTERIM AUTHORITY NOTICE
In the event of the death of a premises licence holder, bankrupcy or mental incapacity, special arrangements for the continuation of permissions under a premises licence may be applied for. In the normal course of events, the licence would lapse in such circumstances.
In circumstances stated above, an interim authority notice may be given to the licensing authority within seven days beginning the day after the licence lapsed, owing to the death, incapacity or insolvency of the holder. All applicants must give notice of the application to the chief officer of Police. The maximum period for which an interim authority notice may have effect is two months.
An interim authority notice may only be given either by a person with a prescribed interest in the premises as set out by the Secretary of State in regulations which may be viewed on the DCMS website; or a person connected to the former holder of the licence.

NOTIFICATION OF INTEREST IN PREMISES
Any person who has a legal interest in a licensed premises can apply to be notified of any licensing matters affecting the property. The notice has effect for a period of 12 months, beginning with the day it is received by the licensing authority.
An applicant can apply if they are:
- the freeholder or the leaseholder;
- a legal mortgagee in respect of the premises;
- a person in occupation of the premises; or
- any other person as prescribed by the Secretary of State
